Explanation
The lessons we learnt from the implementation of the project is that the water users committees was not known to be one of the important committees at the village level. It was one of the neglected committees in villages. The roles and responsibilities of the committees were not known to the village governments and to the communities themselves.It took the organization efforts and time to make the village governments and communities understand that this is an important committees to be strengthened in their respective villages.
Exposure visit is one of the important training methodologies. This is because most of the adult learners are not in the position to go through a formal training sessions it was an appropriate training methodology for adults. MiDA Tanzania had a chance to experience this during the exposure visit to one of the successful projects in Karatu. Most of the committees were awaken when they learnt that they are one of the important committees at the village level.They were able to see from the successful water board that is GEYWASU. The water board could charge a fine even to the district commissioner as long as he/she does not abide by the water management bylaws at the village level.
MiDA Tanzania also learn a lesson during the coordination meeting. That there was no forum for exchange of views among the water and environmental stakeholders in Mbulu district. The forum was seen to be important platform for discussion and exchange of views of water stakeholders.
The issue of bylaws is also another lesson. All village governments did not have the bylaws that are approved and enacted at the village and district levels. It was for the first time that MiDA Tanzania introduced the water sources management bylaws that are known by the communities at the village level.

Serikali za Mitaa hazizingatii utaratibu wa kuibua miradi ya maendeleo kwa wananchi kwa kutumia Fursa na Vikwazo vya Maendeleo (O & OD) badala yake wananchi hushirikishwa kinadharia lakini bado utaratibu unatoa fursa kwa wataalamu wa Halmashauri kupanga kwa niaba ya wananchi (TOPDOWN) katika uteuzi wa miradi ambayo inakusudiwa kupelekewa kwa wanajamii katika maeneo yao. mfano wa hii ni pale mshiriki Bi Bora Makubui alipochangia juu ya hili kuwa kijiji cha Mungurumo walikuwa na kipaumbele cha ujenzi wa chumba cha darasa badala yake waliona unaletwa mradi wa ukarabati wa machinjio ya Nguruwe tena haukuwa kwenye ndoto yao na utekeleza haukushirikisha Halmashauri ya kijiji mradi ulisimamiwa na Uongozi wa Halmashauri hadi ukarabati huo uliishia.
Vikao vya Kamati ya Wataalamu ya Halmashauri (CMT) havizingatii vipaumbele vya miradi inayowasilishwa kutoka kwa Wananchi badala yake wao hufumua upya miradi yote na kuweka vipaumbele vingine kwa utashi wao ambavyo vinaleta mapokeo na matokeo mabaya na kwa kufanya hivyo miradi inayopata fedha haiungwi mkono na wananchi na hivyo kukosa ubora na tija kwa walengwa
Ufahamu mdogo wa madiwani juu ya uibuaji wa miradi kwa kutumia dhana shirikishi ya O & OD hutoa mwanya kwa watalamu wa Halmashauri kupanga miradi ya maendeleo kwa niaba ya wananchi pengine tofauti kabisa na vipaumbele walivyoainisha.
Wananchi wengi bado wana uelewa mdogo juu ya wajibu na haki yao ya kushiriki katika vikao na mikutano mbalimbali ya kisheria katika maeneo yao na hivyo hupelekea maamuzi mengi kufanya na watu wachache
Katika Kata nyingi na vijiji hakuna Benki ya miradi mbalimbali ya maendeleo iliyotekelezwa katika miaka iliyopita hivyo kupelekea kutofahamu taarifa za miradi iliyokwishatekelezwa na kiwango cha mafanikio yaliyopatikana
Wananchi wengi hawashiriki katika miradi na shughuli za maendeleo kwa kuwa wamekata tamaa kutokana na miradi mingi iliyokwisha kutekelezwa kutokidhi ubora, haja na mahitaji yao.

Jamii yetu ya Lindi ina matatizo mengi na hutofautiana kwa uzito uliopo, endapo mashirika yasiyo ya serikali hayatafanya tafiti/ojiano ya karibu nao, maendeleo endelevu hayatakuja kwa kasi kama tunavyotarajia.

- Tumeona suala kubwa lililopo ni uelewa mdogo wa masuala ya sera na sheria zetu zinazotulinda. Jamii inashindwa kufuatilia rasilimali zao hususani Ardhi kutokana na kutoelewa mchakato mzima wa upatikanaji. Lakini waweshaji wamejitahidi kuwaelewesha na wamewaahidi washiriki kuwasaidia pale wanapokwama.
Urasimu ni mwingi unaofanywa namaafisa Ardhi/ kamati za Ardhi kwamba mwenye nacho ndiye anayepatiwa huduma (viwanja & hati) LISAWE tumeliongelea na kusisistiza sana wakati wa mafunzo ya viongozi wakiwemo maafisa Ardhi wenyewe kwamba waondokane na tabia kandamizi ili jamii hususani mwanamke afaidi matunda ya nchi yake hasa suala la upatikanaji wa hati miliki.
Maeneo yanayosubiri kupimwa ni mengi, lakini jamii imejenga bila kupimiwa bila sababu za msingi – tumewasihi Halmashauri wapime maeneo hayo na wawakilishi walengwa hatimaye wapate haki zao za kupata hati miliki.

Wadau wa maendeleo na wananchi kiujumla wana shauku na hamu kubwa ya kujionea na kujiridhisha ni kwa kiwango gani cha ubora, ufanisi na tija kilichofikiwa katika utekelezaji wa miradi ya ujenzi au ukarabati wa barabara iliyotekelezwa na Serikali za Mitaa kupitia Mfuko wa Fedha za barabara (Road Fund) pamoja na sekta nyinginezo za maendeleo ya kiuchumi, kijamii na kiutamaduni.
