C. Achievements this quarter

Three training were conducted between January,1, 2012 to March 31,2012 to 24 VWUC's in Gunyoda ward and involved the the ward and village leaders namely the ward executive officer, 4 villages executive officers and 4 villages chairpersons. The total number of beneficiaries for the training was 32 participants from Gunyoda ward. Trainings were facilitated by the officials from the Mbulu District Council namely the Environmental officer and Senior water officer. The major topics covered during the training include:
-The training on the roles and responsibilities of the village water committees(VWUC's)
-The training on the techniques of water sources management to (VWUC's)
-The training on the National Water Policy(NAWAPO) to (VWUC's).
-Water sources management by-laws was established.

Another activity which was conducted by MiDA Tanzania was the exposure visit to Karatu. The VWUC's visited one of the successful water board in Bashay village in Karatu district in Arusha region. The project in known in the name of GYEWASU which stand for Gyetigi Water Supply. The team from Gunyoda had a opportunity to see how water projects are run sustainably, the roles of the the water body and /or Water User Committees and especially Silaloda Water User Committes had copied a lot of things as they have the project very similar to the one from Bashay.

Coordination meeting is one of the activities that was implemented by MiDA Tanzania. The activity attracted number of organizations within the district namely relevant departments of the district council, Catholic diocese of Mbulu water department, Mbulu Environmental Society(MBESO) and Agriculture and Livestock Development Organization (ALIDO). The activity was meant to establish a forum for discussion for water and environmental stakeholders. These stakeholders plus those leaders who came from the targeted villages where the project was to be implemented had a chance to exchange views on the subject matter.

The last major success of MiDA Tanzania was the formulation of bylaws at the ward level. The bylaws were formulated by the water users committees in collaboration with the district water and environmental officers, the village and ward leaders were also involved in formulation of the the bylaws which were then taken to the general assemblies by the Village executive officers and the committees to be approved and enacted. The activity came up with the tools that is very useful at the village level. The bylaws for each village are at the moment at different stages of approval by the general assemblies of the respective villages.
Wawakilishi wa AZAKi 70 wa Wilaya ya Liwale wamejengewa uwezo kuhusu mchakato wa uandaaji mipango na bajeti ya maendeleo katika Mamlaka za Serikali za Mitaa kufikia 29 Februari, 2012.

Madiwani 26 wa kata 20 za Wilaya ya Liwale wamejengewa uwezo kuhusu mchakato wa uandaaji mipango na bajeti za maendeleo katika Mamlaka za Serikali za Mitaa na umuhimu wa ushiriki wa wananchi kufikia, 29 Februari, 2012.

Wadau 40 wa maendeleo wa kata 20 za wilaya ya Liwale wameshiriki katika zoezi la ufuatiliaji na tathmini ya maendeleo ya utekelezaji wa mradi kufikia 31 Machi, 2012.
Masuala yaliyoshughulikiwa wakati wa utekelezaji ni Washiriki walipata mafunzo na walitengeneza dodoso za kutumia wakati wa kufanya ufuatiliaji,mafunzo yalifanyika Morogoro Manispaa mwezi wa sita.
40, Members of youth parliament were elected to form youth parliament in the regional level from 4 districts of Pangani, Tanga, Handeni and Kilindi. 4 leaders from each district elected (Speaker, Depute Speaker, Secretary and Depute Secretary)
1. 226 out 255 targeted participants equal to 87.63% of targeted community members of the designated Shehias attended the forum and actively participated in the deliberations.

2. Made a strong call for the government to speed up the review of National Environment Policy for Zanzibar.

3. They were really moved by the training and many showed readiness to form environmental clubs and groups to tackle environmental problems within their vicinities.

4. Large number of female participated in the forum. the number of female were 118 out of 226 which is equal to 52.2% of total participants

Masuala yaliyoshughulikiwa wakati wa mafunzo ni:-
1. Maana ya Ardhi kwamba ni raslimali ya msingi katika uhai na maendeleo ya binadamu, wa nyam, mimea na viumbe vyote. Na kila mwanachi ana haki ya KUPATA KUTUMIA na KUITUNZA.

2. Pia walifundishwa sheria ya Ardhi No 4 na 5 ya mwaka 1999, kwamba imegawanyika katika maeneo matatu
Ardhi ya Jumla - Hii inasimamiwa na sheria No 4 ya mwaka 1999 hasa ya mjini.

Ardhi ya Vijijini - inasimamiwa na sheria No 5 ya 1999

Ardhi ya hifadhi – Imetegwa kwa madhumuni maalumu - misingi, Mbuga za wanyama, hifadhi ya maji n.k

3. HAki ya kumiliki ardhi, mtu akitimiza miaka 18 anaweza kumuliki ardhi,

4. Wajibu wa viongozi katika masuala ya Ardhi: mada hii ngiyo ilikuwa muhimu ni mada mama kwa viongozi tajwa ilihusu ni jinsi gani kama kiongozi anapaswa kushulikia masuala ya utatuzi wa migogoro ya Ardhi vyema, ugawaji, na usimamizi usio na pingamizi kwa jamii . Pia viongozi wanatakiwa kuhakikisha kwamba nafasi ya mwanamke katika kupata kutumia na kugawa ardhi kutakuwa sawa na kwa masharti yaleyale kama ilivyo haki ya mwanaume.
- mafunzo ya Awanu ya II mafunzo haya yalifunguliwa rasmi na katibu tawala wa Wilaya Lindi. Mafunzo yalihudhuria wanawake (4) wa kata za mikumbi, mitandi na matopeni katika manispaa ya Lindi mafunzo katika manispaa ya Lindi mafunzo yalihusiana na SERA NA SHERIA YA ARDHI. Yaliyojiri katika mafunzo hayo ni:- Maana ya Ardhi – washiriki walifunza kwamba Ardhi ni vitu vyote ambavyo vipo juu na chini ya uso wan chi pamoja na mimea iliyoota juu yake, isipokuwa madini gesi mna mafuta. Pia walijifunza SERA YA TAARIFA YA ARDHI – huu ni mwongozo au azimo namna ya kumiliki na kuendeleza ardhi nchini pia walijikfunza kifungu cha 3 (2) cha sheria ya ardhi ya 1999 kimewekwa bayana katika kuhakikisha nafasi ya mwanamke inalindwa.

MAFANIKIO YA MAFUNZO.
- Baadhi y washiriki wenye matatizo ya Ardhi walionyesha kuchemka na kuanza mara moja kufuatilia haki zao.
- Kesi mbili (2) tulizipeleka kitengo cha Sheria LIWOPAC nazo zikatolewa ushauri na kupelekwa kwenye kala husika.

- Kesi moja ilikuwa ni ya ufuatiliaji wa hati benk ya NMB ambayo iliwekewa rehani ya mkopo wa nyumba hiyo tayari imepatikana.

- Kesi moja ni ya kunyang’anywa kwa shamba la urithi na shemeji yake pia hii inaendelea kufuatiwa.


1. Mradi umetambulishwa na kuelezewa malengo yake kwa madiwani na watendaji 42 wa Halmashauri 6 za Wilaya na Manispaa za Mkoa wa Lindi.

2. Wawakilishi wa AZAKi, Madiwani, Watendaji wa Kata na Waandishi wa Habari 30 toka Halmashauri 6 za wilaya/manispaa za Mkoa wa Lindi wamehudhuria mafunzo na kujengewa uwezo kimaarifa na kistadi katika kufanya ufuatiliaji wa matumizi ya fedha na raslimali za umma (PETS) katika Halmashauri husika.

3. Mabango 500, Kalenda 582 na Fulana 200 vimechapishwa na kusambazwa katika Halmashauri 6 za wilaya/amanispaa za Mkoa wa Lindi vyenye ujumbe kuhusu umuhimu wa wananchi kushiriki kufuatilia matumizi ya fedha na raslimali za umma (PETS) katika sekta ya barabara na nyinginezo.

4. Halmashauri 6 za wilaya/manispaa za Mkoa wa Lindi zimefanyiwa ufuatiliaji na tathmini ya maendeleo ya utekelezaji wa mradi.

5. Mahitaji, vifaa na vitendea kazi vya ofisi ya LANGO na utekelezaji wa mradi kama vile; Kamera ya Dijitali, Kompyuta, Printa, Nukushi, Pikipiki na shajala vimenunuliwa na vinatumika kurahisisha na kuboresha utendaji wa kazi za kila siku na kuwezesha kufanikisha utekelezaji wa mradi.
1. Viongozi 30 wa AZAKi toka Halmashauri za wilaya/manispaa Lindi wamejengewa uwezo na kuongezewa maarifa, mbinu na stadi za kufanya Ufuatiliaji Uwajibikaji Kijamii (SAM) katika miradi na shughuli za maendeleo vinavyotekelezwa na Mamlaka za Serikali za Mitaa yaliyofanyika Oktoba, 2011.

2. Kufanyika kwa kikao cha pamoja cha wadau 20 kati ya viongozi/ watendaji wa Halmashauri ya Wilaya Lindi na wawakilishi wa AZAKi kujadiliana na kubadilishana habari na taarifa, ujuzi na uzoefu tofauti kuhusu uandaaji, utekelezaji, ufuatiliaji na tathmini ya mipango na bajeti za maendeleo katika Mamlaka za Serikali za Mitaa kilichofanyika Oktoba, 2011.

4.Kufanyika kwa kikao cha pamoja cha wadau 20 kati ya viongozi/watendaji wa Halmashauri ya Manispaa Lindi ili kujadiliana na kubadilishana habari na taarifa, ujuzi na uzoefu tofauti kuhusu uandaaji, utekelezaji, ufuatiliaji na tathmini za mipango na bajeti za maendeleo katika Mamlaka za Serikali za Mitaa kilichofanyika Oktoba, 2011.

5. Kufanyika kwa ufuatiliaji na tathmini ya maendeleo ya utekelezaji wa mradi kwa kushirikisha walengwa/wadau 40 kwa idadi ya 20 toka kila halmashauri za wilaya na manispaa Lindi uliofanyika mnamo Novemba, 2011.
Mkutano wa utetezi na uhamasishaji juu ya haki za wanawake umeweza kufanyika tarehe 3Sept,2011.Jumla ya walengwa 60 wanawake 45 na wanaume 15 walishiriki katika mkutano huo. Masuala ya mila na desturi zinazowakandamiza wanawake yaliweza kushughulikiwa kwa kina mfano mgawanyo wa mali kwa mama Suzana wa Bulyaga ambaye kwa muda mrefu alikuwa akifuatilia sehemu yake ya urithi na hakuweza kupata uvumbuzi, katika mkutano huu alitoa hoja yake , kwakuwa Mkuu wa mila na desturi alihudhulia mkutano huu aliahidi kulishughulikia suala hili na kulipatia majibu
The followings were done:
1. One (1) awareness raising training on old age policy of 2003 to 75 old people at
Themi ya Simba village was done
2. Five (5) old age councils in Themi ya Simba village were formed
Wanachama na Viongozi wapatao 22 walifundishwa juu ya UTAWALA BORA katika kipindi chote cha robo mwaka kilichoanzia Agosti hadi Octoba.

Waratibu wawili kutoka CMMUT wakifuatana na afisa misitu wa wilaya ya Mvomero walitembelea vijiji 9 vya Tarafa ya Mlali ili kufuatilia matokeo ya mafunzo yaliyokwisha fayika.
1.1. Conducted 3 days training to FOTA board of directors, staffs, Volunteers and normal members (19 in total) on clear Vision, mission statement, strategic plan and principles of good governance and accountability. This training was done at DVN confenrence hall, in Mwanza region, from 14th to 16th of August 2011. FOTA staffs, members and volunteers are now with capacities on: how to prepare and structure a good vision and mission statement; how to prepare good strategic plan; and skills on running the organisation under the principles of good governance and accountability.

1.2. Developed management resource manuals (financial, Human resources, procurement, Code of ethics, strategic plan, and monitoring and evaluation tools). This activity was done by the specialized consultant, from 1st to 6th September 2011. The activity was done soon after the terms of renference and contract, for specialist, being drafted. FOTA now has all the mentioned management resources (financial, Human resources, procurement, Code of ethics, strategic plan, and monitoring and evaluation tools).

2.1. Conducted two days workshop to board of directors, staffs, Volunteers and normal members (19 in total) on Lobbying and fund raising techniques.This training was done at DVN confenrence hall, in Mwanza region, from 3rd to 4th of September 2011. FOTA members and staffs now have skills on how to lobby and mobilize organisational resources through well organised fundraising events.

2.2 Conducted a one day training to FOTA board of directors, staffs, Volunteers and normal members (19 in total) on financial management. This training was done at DVN confenrence hall, in Mwanza region, on 7th September 2011. FOTA members and staffs now have skills on how to manage the organisational finance under standard financial procedures. No cash will be used with no statement that involve four people/staffs accordingly, funds withdrawn will be used as planned and all funds should be kept at the organisational bank account.

M&E Activity
Conducted one evaluation meeting to FOTA board of directors, staffs, Volunteers and normal members (19 in total). This activity took place at DVN conference hall, in Mwanza region, on 12th September 2011. Through this meeting FOTA members, volunteers and staffs managed to evalute the entire project implementation and proposed the ideas for the next mini grant project with the Foundation for Civil Society. The new project proposed will focuse on the national HIV/AIDS policy for People Living With HIV/AIDS (PLWHA) at Ilemela district in Mwanza region.

Idadi ya watu 22 wakiwemo wanachama na viongozi walifundishwa jinsi ya kuendesha ASASI katika njia ya kuibua na kuandika miradi warsha ya siku tano iliyofanyika katika ukumbi wa RED CROSS Morogoro.
Semina ya Elimu ya Uchaguzi ilifanyika kwa muda wa siku tano katika kata tano (5) za Luponde, Uwemba, Iwungilo, Yakobi na Kifanya, kuanzia tarehe 08-24/02/2011 na tarehe 03-12/03/2011. Jumla ya washiriki ilikuwa ni 284, Masaa nane yalitumika kwa semina na masaa mawili yalitumika majadiliano, kwa ajili ya chakula na mapumziko kwa wakufunzi, walengwa na uongozi mzima wa HUDEO.
Walengwa wakuu walikuwa ni Viongozi wa Serikali za Vijiji, Vijana, Wanawake, Wafanyakazi wa Serikali, Viongozi wa Madhehebu ya Dini, na Viongozi ngazi ya Kata.
Mada zilizotolewa kwa semina ni kama ifuatavyo:-
• Demokrasia katika Uchaguzi.
• Haki na Wajibu wa Mpiga kura.
• Sifa za Kiongozi Bora.
• Rushwa Katika Uchaguzi.
• Uchaguzi na Maendeleo.

Midahalo na mikutano imefanyika kwa siku moja kwa kila kata.
Mafanikio tuliyoyapata katika kipindi hiki ni wanawake kupewa nafasi ya kusikilizwa mawazo na matatizo yao, na hivyo masuala ya wanawake kuendeshwa kiufanisi hadi kufikia suluhisho lenye kujenga.

Watu 20 wakiwemo viongozi wa kata, vijiji, baadhi ya washiriki katika semina/warsha,maafisa ugani na viongozi wa dini walikaa kwa siku tatu(3) katika kijiji cha Doma wakifanya tathmini ya mafunzo na midahalo iliyofanyika.Walitaka waone na kupata taarifa juu ya mabadiliko yeyote yaliyoonekana kwa wananchi kutokana na warsha/Semina/midahalo iliyofanyika miezi michache iliyopita.
