CHIPS- CF is finalizing arrangement to open a medium size restaurant which will provide natural prepared foods services to customers. This project will be managed by Miss Gladys Mwakalukwa who is an orphan. She is among CHIPS-CF products. Now she is ready to support herself after completing a two-year training course in Hotel Management.We say it is an achievement.
Mr Mgongolo a CHIPS-CF Medical Officer Volunteer worker will from Monday 14 Jun -28 Jun 10 attend a Course on volunteer counceling on HIV/AID victims to be conducted at Muhimbili National Hospital. This is among CHIPS-CF strategies of capacity building of our staffs.

ANNUAL REPORT
From 01 July 2009 to 30 June 2010
Introduction
The year 2009/2010 has been one of a lot of exciting experiences for CHIPS-CF as organization, staffs and volunteers, our work and strategy .CHIPS –CF as an organization improved it self interns of capacity to perform, streng thening of its policies, streng thening of its board of directors, and improvement of its public relation with other actors.
Staff and volunteers met new challenges, exposure, gained new skills and experiences in the performance of their work.
It was an important year during which as we focused on implementation of our project activities .We also reflected back for lessons learnt linked with more established initiatives, concerned ourselves more with national policies and strategize for the next five years.
This report seeks to give in sight into various aspects of our work in 2009/2010.The contextual situation will try to capture few development in the nation policy and legal framework in relation to our work during activities for the year, collaboration with various networks and engagement with policy makers. The challenges section will introduce lessons learnt, while way forward will introduce our focus for the next five years starting July 2010.
OBJECTIVES.
Objectives aim six strategic concerns which are:
(a) Streng thening and supporting the capacity of families and care givers to protect and care for Orphans and other children made vulnerable by :
-HIV/AIDS
-The submerged segment
-Destitute and vagrant children
-Throw away babies
-Children of migrant workers
-The working children
-The disabled
(b) Mobilizing and streng thering community –based responses for care, support and protection of OVC
(c) Ensuring that legislation policy strategies are in place to protect most vulnerable children n commercial farms.
(d) Raising awareness and advocacy to create supportive environment for OVC in commercial farms.
(e) Encouraging the business community to play an active role in supporting the plight of OVC
(f) Help youth (OVC after 18 years of age)in planning their future by introducing life skills, such as :
-Thinking critically
-Improve assertiveness
-Developing supportive network of families, friends, teachers and volunteers.

ACTIVITIES YEAR 2009/2010
(a) Registered 42 new OVC
(b) Conducted psychological support to OVC aged 7-17 years on the need to study hard in school and to assist their guardians/caregivers at home.
(c) Conducted several meeting with community leaders and local government staff at Mtibwa sugar estates
(d) Conducted seven meetings with 142 Orphans and Vulnerable Children at Mtibwa sugar estates
(e) Provision of psychological support, education, nutritional foods, and school material like school uniforms, school bags, exercise books, reading books and study material, paid fees and medical expenses.
(f) Anti-poverty programs; CHIPS-CF developed a number of income and employment generating programs for poor families. The most disadvantaged families were given assistance to raise themselves above the poverty line. Efforts was done to start poultry keeping, pond fish keeping, vegetable gardens, goat and sheep keeping, cassava farming and other activities which were labour intensive but do not require much capital .In these activities , employment was given predominantly to family members of OVC.
(g) The Chair person attended two seminars as follows:
(1).Prohibition of employment of children in defense and security organs conducted at University of Botswana, sponsored by Child Soldier Initiative of Canada
(2).International Humanitarian law in armed conflicts conducted at Dar es salaam sponsored by US army.
(3) Leadership and Information management conducted at Institute of Finance management, sponsored by Global Management of Greece.

(h) CHIPS-CF linking with ENVAYA is the centre of our strategy of commitment to work through strong national linking organization ,with strong international connections. Our vision of a stronger alliance of national linking organization, with international connection and a shared vision, mission, values and strategic frame work, is the one that we believe best fits the demands of the current response to OVC.

CHALLENGES:
The challenges of the commercial farms OVC epidemic are enormous, and we urgently need to increase the scale of initiatives that are proving effective.OVC, because of their tender ages, weak physique and inadequately developed minds and understanding they need protection against moral and physical harm and exploitation by others. In the formative years of their life the children need special care service to realize their full potential for growth and development. This means reaching more geographical areas within Tanzania where commercial farms are located. We also need to make sure that the interventations are of high quality and evidence based. We have set ourselves a target of expanding our work by the end of 2012 we expect to be making a significant difference to the OVC situation at least in the following farm:
Mtibwa sugar estates – Morogoro
Basuto wheat estates – Manyara
Njombe Tea estates – Iringa
Mufindi Tea estates – Iringa
Mtera Hydro power Dam
Fishing Sites – Iringa/Dodoma
Ifakara fishing Sites – Morogoro

WAY FOREWARD
Our first priority will be to do more of what we know how to do best. However, we my also need to identify new , larger partners, such as some working in international development and humanitarian aid and others with whom we have not worked traditionally, including multiplier organization. At the centre of our strategy is a commitment to work through strong national linking organization with strong international connection. We will need strong investment for our governance, policy making and corporate identify to evolve accordingly. At this stage in our development, CHIPS-CF need to explore how the system of linking organization can develop strong national identities while also strengthening international links. To achieve effectively will evolve:-
• Evolve our offices towards national governed and managed organization.
• Further developing opportunities for exchange and joint program and policy work across national organization within the alliance
• Identifying and working jointly, as an alliance, on a number of policy issues

CONCLUSION:
CHIPS-CF is well placed to provide link between national policy and local responses. We intend to put in place a comprehensive system to monitor how we implement our interventions over time so we can make sure we have a good understanding of the program we are making towards achieving the six strategic objectives outlined in this report.
ABOUT OUR PROJECTS

CHIPS-CF [Child Protection and Survival in Commercial Farms] anticipates and provides for specific pilot projects which could establish the basic for a more vigorous national programme of action.The plan is to mount pilot project in each of high concentrations of orphans and vulnerable children [OVC] in commercial farm in TANZANIA.

CHIPS-CF ensures that OVC shall not be abused and that the children are given proper opportunities and facilities to develop in a healthy manner and in a condion of freedom and dignity and that child and youth are protected against exploitaitation and against moral and material abandonment. Thus the problem of OVC welfare in commercial farms in TANZANIA requires a considerable attention from social scientists, activists on the field, and the goverment. CHIPS-CF realizes and accepts the truth that protection of children against violation of OVC right is essential to their mental and physical development and in the ultimate analysis to the development of a nation as a whole.

Therefore CHIPS-CF projects encompass dimensions that aim at:-

-Physical and mental development of OVC in commercial farms, their proctection against violation of childs rights through formal and non-formal education;

-The prohibition of child labour in work which is hazardous to their health and well-being;

-The improvement of conditions under which children work [where such work is non-hazardous and not banned by law] protection of such children from exploitation, and acces to improved nutrition and maximum levels of education, health protection and skills development.
-A more systematic way for tracking and research to a wider public and assess the flow of finances for basic services, the availability of teachers, health staffs, councillors, volunteers and other critical inputs especially books, drugs and medical supplies, clothes and accomodation.
-Provision of non-formal education:most of the OVC in commercial farms in TANZANIA are either drop outs from schools or have never been to school at all. Under the project, non-formal education will be made available to these children. An essential purpose of non- formal education wiil be to impact literacy skills of primary education level in order that these children may be able to benefit from other sources of knowledge and information in their later life.

PLANNING TASKS:
The relationship between orphanhood and and poverty mirrors the association between poverty and HIV/AIDS prevalency in commercial farms. Orphanhood is more prevalent in commercial farms which also have higher population densities of migrant labourers.
Poverty reduction strategy will reduce the incidence of child labour and improvements in overall employment and conditions and thus supporting efforts at improving, promoting and protecting the welfare of children in commercial farms.

Orphanage and vulnerability deprives OVC of educatinal opportunities, minimizes their chances for vocational training, hampers their intellectual development and by forcing them into the army of unskilled labourers, condems them to low wages and hard labour all their lives. Our purpose is to lift orphas and vulnerable is to lift orphans and vulnerable children between the age of 5-17 years out of their difficult circumstances and find way of assuring them a more secure future in the society.Being a social, cultural and economic problem prevention and control of violation of child rights in commercial farms will very much depend on effective community based preventions, care and support interventions.

The project will adequately address the problems of OVC in commercial farms, the local people and communities will actively participate in the development and implementation of our projects. Stakeholders including project beneficiaries are true partiners in the development of the project.

The internal dimension centres on learning how local communities can manage their resources; that is planning and goal setting , resource mobilization, resource management, conflict resolution etc. The central focus is always capacity to effectively work as a group, foster democratic process in developing efforts through consensus, conflict management and networking.

CHIPS-CF have programmes to reinforce efforts by communities and families to care for OVC through communal projects and activities to ensure that children are fed, housed and clothed.

Material resources- premises, office furnitures,computers, printers, cameras,vehicles,drugs and medical supplies, books, sports, and games supplies, stationaries, radio and Television sets, overhead projector.

Finances- cash or equivalent.

Sources-CHIPS-CF members, all children lovers and well wishers,volunteer sponsors and donors.

Na pia nachukuwa nafasi hii kukujulisha kuwa Rais anakushukuru kwa ushauri wako mzuri uliotoa katika barua yako. umechambua mambo mbalimbali kama vile umasikini na vyanzo vyake na athari zake.

Vilevile umeongelea suala la vijana na matatizo yao hasa katika suala la ukosefu wa ajira.

Pia anakupongeza kwa juhudi zako katika kushughulikia watoto katika mazingira magumu kwenye maeneo ya mashamba makubwa yaani Protection and Survival in Commercial Farms(CHIPS-CF). Anakutakia kila la heri na kusihi uendelee na moyo huo huo kwani ujenzi wa Taifa hili ni kazi ya Watanzania wote.

Katika moja ya mapendekezo na ushauri ulioutoa kwa Rais juu ya kupambana na umasikini ni kuwa watu wapewe ardhi bora na utaalamu wa kutosha.
Kama wewe ni mfuatiliaji wa shughuli za Rais, nadhani utagundua kuwa mara nyingi Rais amekuwa akisisitiza kuwa katika mambo anayoyapa kipaumbele katika utawala wake ni kilimo bora na cha kisasa, na ndiyo maana anasema kila mara kuwa Tanzania yenye neema ,na maisha bora kwa kila Mtanzania inawezekana.Ili mradi kila mmoja atimize wajibu wake.

Tafadhali endelea kutoa ushauri na pia endelea kujenga Taifa letu la Tanzania ili kila mmoja wetu aridhike na maisha anayoishi.
