CHIPS-CF poverty reduction strategy have recognised the problems of groups of people who are particularly vulnerable and who thereforeneed special attention.OVC are considered to be at risk.Juvenile crimes accounts for 60% of all cognizable crime in Tanzania.There seems to be a strong relationship between poverty and the incidence of juvenile crime. Among the children arrested for crimes it was found that 83% belonged to families where the joint income of parents,guardians and caregivers was less than Tshs 30,000(USD 25) per month.Among the crimes committed by juvenile delinquents are murder,burgulary, theft, riot,criminal breach of trust, cheating and commercial sex.

CHIPS-CF anticipates and provides for specific pilot projects which could establish the basis for a more vigorous programme of action. The plan is to mount pilot projects in each of areas of high concentration of OVC in commercial farms.The strategy will be to evolve a model comprising a number of key elements:
- Involve coordinating the activities of different departments and ministries of the government for the benefit of OVC. Existing infrastructures of the government run by the departments of education, health and local government authorities will be suitably incorporated into these schemes.Funds are located inorder to ensure intensive coverage in the project areas of the anti-poverty; health and nuitritional programmes.
-Additional funds are channelled through the CHIPS-CF economic wing, which is responsible for planing, coordinating the projects in close consultations with experts in project areas. The first phase of the project will cover 400 OVC in two years.

Specifically the project does the following:
-Raise the income levels of the families of the child OVC by covering them under existing income generating schemes.
-Improve nuitritional levels of the OVC.
-Remove children from the working industry and put them in schools.
-Elimination of chid labour in commercial farms
-Improvement in health, nuitritional status, living conditions, literacy and skill level of the chid included in this project.

BENEFICIARIES
-The families, guardians and caregivers of OVC
-Low income and disadvantaged groups who benefit directly or indirectly from the acclerated provision of employment and income generating schemes and social services.
