     Joscelyne growing in an ordinary Tanzanian family and later working in Institutions in Social Sciences, developed a vision to help youth realize the importance of managing their own life, instead of living to rely on parents.

Together with two other members St Theresia and Manu Mwaipopo cunducted reseach in 1997/98 in schools and Vocational Institutios on Youth confidence and general attitude towards life. and a second reseach in 2004. As these members were employed by then the vision was not put into action immediately.

In 2006 Joscelyne, after further experiences in her field activties in Institutions and NGOs where she worked, decided to retire from being employed and organise a larger team of members (12) to form a mebership organization and so register an NGO that would work with Youth, young parents and the larger community to realize the importance of having, confident, determined and initiative youth in a society for a future well being of the communities.

The Organization COCOTE was therefore formed and registered in December 2007, and stated its activities in August 2008, starting with Arusha Region.
