The programme is implemented by a Technical Assistance Team working closely with the Civil Society Support Unit at the President’s office: Justice and Constitutional Affairs, Public Service and Governance and with the Ministry of Finance's Department of External Finance.
The Programme Steering Commitee (PSC):
The PSC is composed of 9 principal members (and their alternates), observers and ex-officio members acting as its secretariat. There is a majority of non-state actors representatives from accross the islands and districts as well as a variety of non-state actors (networks, umbrella bodies, community based organsiations, non-profit private sector organsiations as well as faith-based organisations). The PSC is chaired by the Pricipal Secretary of the Ministry of Finance. It is composed by representatives of the the Zanzibar Planning Commission, the President office: Constitutional and legal affairs, Public service and Good Governance, the Ministry of Social Welfare, Youth, Women, and Children Development; the Zanzibar Chamber of Commerce, Trade, Industry and Agriculture; the Association for NGOs in Zanzibar (ANGOZA); the Pemba Association of Civil Society Organisations (PACSO); community-based organisation White Star Society from Tumbatu and representatives for the faith-based sector.
The Technical Assistance Team (TAT):
The programme Team Leader is Francois Dronnet (francois.dronnet@zansasp.co.tz) whose responsibility, in addition to the overall management of the programme, is on capacity buildiding, institutional strengthening and organisational development. He is also responsible for supporting policy dialogue, advocacy and accountability interventions. Mr Felix Gwesele, the Finance and Grants Manager, (felix.gwesele@zansasp.co.tz) is overall responsible for the finance and administration of the programme as well as the grants operations. Mr Rashid A. Rashid (rashid.rashid@zansasp.co.tz) is the Office Manager. The position of Grants Officer will soon be advertised locally.
Non-Key experts, short-terms consultants and programme associates:
The team also includes a variety of short-term consultants and experts that provide ad hoc services to the programme. They are a combination of local and international consultants operating in many sectors such as ICT for development, curriculum development, material development, tax experts, constitutional experts, academics and linguists, reseachers, public finance experts, etc. The programme is commited to both skills transfers and developing and harnessing indigeneous knowledge.
