The idea came through the observed poor condition of the pastoralists and low-income-earners whereby children go not to school, girls at child age are forced to marry old people, drought is severe in these areas compared to the past 20 years, female genital mutilation is practiced, women are discriminated and bitten, young men are moving to towns and made watchmen, awareness on development is very low or no at all, agriculture is second while no more cattle due to drought, cattle are raised very locally, drunkardness is the problem of the society, land is taken away by force or sold with little money, only to mention a few. These problems and the like, made Justine Samson Lucumay to think and share the thought with other 11 (eleven) people who contributed and agreed to be the founder members of WHIN Empowerment
