PREFACE
It’s with great honor and pleasure to welcome you at Biharamulo Originating Socio –Economic Development Association BOSEDA and participates to develop a strategic plan for the year 2015 to 2019. BOSEDA strategic plan will be to provide opportunities to all need of Agriculture, Youth and women are able access to good health services, quality education support, gender violence education, Environmental conservation, social life skills and entrepreneurship for their future development.
This strategic plan has been prepared to align the performance of BOSEDA and to be used as a guide by BOSEDA management team in taking critical perspective of the future and develop a direction for achievement of the long term goals of BOSEDA.
We, of the board of directors for BOSEDA are aware of the challenges and importance of achieving the goals and objectives of BOSEDA specifically challenges in provision of quality service delivery to our beneficiaries in a cost effective and sustainable approach.
However the process of developing this strategic plan would enable BOSEDA to be purely focusing on activity implementation. During strategic plan period BOSEDA would be also able to set strategic results and achievements, revise revision, mission, and strategic objectives. The three years strategic plan has also been prepared while keeping in mind the dedication of both state and non state actor’s contribution into the achievement of the 2015 Millennium Development Goals. (MDGs), MKUKUTA and TANZANIA VISION 2025 “A Tanzanian who is born today will be fully grown up, will have joined the working
population and will probably be a young parent by the year 2025”
Moreover the process of developing strategic plan and the final product was guided important policy and declaration such as by Ministry of Natural Resources and Tourism and the Big Results Now (BRN) Framework and Strategy Statement. Furthermore, the strategic plan will enable as to:-
v Improve our resource allocation to meet our priorities and those of our beneficiaries guided by the result oriented framework provided by the strategic plan.
v Provide a foundation on which we can scrutinize and analyze our effectiveness on continuous basis. The plan has provided and specified in the result based objectives and outputs performance framework, information which will be assessed and measured with the support of a newly developed monitoring and evaluation system and the newly established monitoring and evaluation unit.
A.1 BOSEDA BACKGROUND INFORMATION
BOSEDA is non- governmental organization. It has been established since 2005 and succeed to get legal registration No. 1329 in October, 2009. It growing organization which committed to working in rural areas around Lake Zone of Tanzania, This includes Kagera and Geita. Member of civil society organization which brought together in their interested and committed to working in reduction of poverty, education and democratization.It is committed with staff, flexible accountable to both our donor and communities with who are work together
Vision
To see, that the community of Biharamulo District will have been educated on Environmental protection, women rights , Democracy and good governance, poverty and HIV/AIDS transmission reduced, vulnerable and disabled people are improved with sustainable economy, better health and who live to conducive environments.
Mission
To collaborate closely with other service providers to community and families a flange by provides services that meet the needs to our operation areas in the field of Education, Health, Environmental conservation,Gender rights, Good governance and Democracy as well as Socio – economic and indigenous education by using local available resources with multiplier effect after fifteen years all these will be done through community mobilization, workshop, training, seminar, dialogues and other supporting.
A.2 GOAL
To create a difference in the community through advocacy in relation to basic human rights especially women’s, youth and vulnerable group include disabled rights, Environmental conservation, social life skills and entrepreneurship education
BIHARAMULO DISTRICT PROFILE
Biharamulo District is one among eight districts forming Kagera region. It borders with Chato district (Geita region)in the East, Bukombe district (Geita region) and Kibondo district (Kigoma region) to the South, Ngara and Karagwe districts to the West and Muleba district to the North. The district population is estimated to be 280,742 (143,178 are female and 137,564 are male). Major economic activities in the district include agriculture, livestock keeping and mining
Location and Area
Biharamulo district is one of the seven districts comprising the Kagera region. It is situated between 2º15’ and 30.15’ South of the equator and between 31º00- 32º00 east of Standard Meridian. The district has an area of 5,627 square kilometres. The district shares boundaries with Muleba and Karagwe districts in the north and Geita and Chato districts in the east. Bukombe district adjoins it in the south whereas Kakonko and Ngara districts are on the west.
Administration:
Administratively, Biharamulo District is divided into 2 divisions, 15 wards, 74 villages and 384 sub villages.
Demography
According to 2002 Population and Housing census, Biharamulo district had a population of 323,486people of which 162,914 are female and 160,572 are male with 56,752 households and the average population size of 5.7 Due to annual growth rate of 3.2%, by December, 2012 the district is estimated to have 330,742 people.
Biharamulo Economic Situation
About 90% of the population in Biharamulo district depends largely on agriculture for subsistence. Small enterprise self-employment (shops, traders, labourers) amounts to 4% of the potential workforce and the remaining 1.3% is mainly employed in the public sector. It can be noted that the available potential workforce especially youth are not utilized effectively as a good number of them are not eager to be involved in agricultural activities compared to labour force of 47.3% of the total population of 280,742.
The main source of income is the sale of farm products, especially cotton, cassava, vegetables, coffee, maize, rice, tobacco, groundnuts, livestock and livestock products. The main sidelines are waging labour and petty business, brewing (banana beer) and charcoal burning.
The per capita income of Biharamulo district is estimated to be 420,000/= per annum as it was in the year 2002. For this year the district in collaboration with the Regional Secretariat will conduct the exercise of collection data for establish the GDP of the district and the regional.
Agriculture Potentials
Biharamulo district has a total of arable land of about 253,215 hectares and only 63,304 Ha. Which is 25% of arable land is under cultivation. 98% of the total cultivated land done by human power and 1.7% is done by animal power.
Natural Resources
The district has a variety of natural resources which if well harnessed can contribute to more income to the people of Biharamulo. The natural resources sectors comprises of forestry, beekeeping and wildlife.
Air Transport
The district has 2 Air strips one at Katoke in Nyarubungo ward which serves flying doctors, government visitors and another at STAMICO Gold mine in Kaniha ward which serves transporting gold mine products.
Electricity
Biharamulo township is now served with electricity generated by Power station located at Biharamulo town which is operated by TANESCO. The station generates 800 KW of which only 220 KW is used in Biharamulo District and Chato district. Up to now more than 250 households are benefited from the service including the neighbouring villages of Katoke, Kalebezo, Rukaragata, Rubondo and Ng’ambo.
5.4: Telecommunication
The district receives telecommunication services through TTCL, Airtel, Tigo, Zantel and Vodacom companies.
5.5: Radio
There is neither radio nor television service in the district .Some people in Biharamulo town are getting the problem that make the community deprived of their right of being informed of current issues so that there is a need for finding any means to obtain the radio station. Thus why BOSEDA is one of the premiers NGO established in Biharamulo district-Kagera Region. It has been disseminating seeds of knowledge since its inception and has taken another step in this direction by launching its Community Radio (CR) execution plan. Biharamulo Community radio is the first across the district to be owned as a community radio service.
Community radio, one of the fastest growing mediums of social communication, is a short range radio station owned, run and maintained by a community. Unlike a normal FM or a commercial radio the focus of a CR is on the informative programs often socially motivated. The purpose of this radio is to give voice to the unheard voices of communities that otherwise go unnoticed.
The Biharamulo Community radio will cater to the needs and interests of the community within the district with the coverage area of around 10-30 km. A whole range of programs will be aired at GRANTED MHz ranging from education, health, environment, agriculture; social welfare to classical music. The total production at the station is 18 hrs.

5.7: HIV/AIDS
HIV/AIDS is still a threat to the Biharamulo community. The prevalence is at 3.5% and the most affected are the active group (14-29 years of age). This group occupy 60% of the total affected and the most affected are female youths/girls.

¨ Participation of community on fighting against environmental destructions has strengthens in Biharamulo District in ward of kalenge ,nyantakara and kaniha incoorporation project Enviromental Management (EMB) Biharamulo site.
OUTPUTS:-
¨ Communities were largely knowledgeable concerning environmental laws, policies and good governance.
¨ Strong management on environmental conservation and utilization of resources in forest reserves has been improved.
¨ Community were motivated and encouraged on planting more trees
¨ Community income generation were increased through environmental protection and tree raising.
OUTCOMES:-
¨ Biharamulo Districts surroundings such as water, wetland, land and air were protected in Biharamulo District
¨ More trees were planted by community to protect the water catch-met areas including river, dams waterfalls and streams etc
¨ East African Organizations were formed a joint strengthen collaboration to make sure that the water sources have more protection on all its sides
¨ Data and environmental information’s about the main sources of environmental destruction were discovered.

¨ 1500 of community and the leaders based from Wards, Villages and District were knowledgeable on environmental conservation and protection and the damages of environmental destructions.

MONITORING AND EVALUATION
This strategic plan have a result based log frame work, which forms the bases for measuring program and put in place a monitoring and evaluation plan on annual basis. Towards the implementation of this strategic plan BOSEDA will establishing a monitoring and evaluation unity to assist its partners to constantly measure program outcome. A review session (visibility study). A final evaluation is proposed to be conducted at the end of the year 2015.
The measurements of monitoring and evaluation are program / project objectives, indicators and program / project outcomes.
