MAFUNZO YA KUJENGEA UWEZO WANACHAMA WA AFRICAN STUDENTS GOOD HEART SOCIETY (ASGOHES) KATIKA UKUMBI WA CHUO CHA UUGUZI MUHEZA, TANGA, FEBRUARY 2012

 

Utangulizi

Katika siku ya kwanza ya mafunzo, wawezeshaji walipendekeza ni vema utaratibu wa namna ya kuendesha mafunzo uweje katika siku zote za mafunzo. Mara baada ya kuandaa utaratibu na kanuni wawezeshaji ndugu Mapesi na Bi Grace Mwangamile waliwataka wanasemina kuwa huru kuweza kuuliza maswali na ufafanuzi pia kutoa mawazo yao.

 Njia za uwasilishaji

Njia zilizotumika zilipendekezwa na washiriki wa mafunzo ziwe njia za majadiliano katika vikundi na kuwasilisha mbele ya darasa la mafunzo.

 Mafunzo

Somo la Mpango Mkakati

Katika mafunzo yaliyotolewa, somo lilotanguliwa kufundishwa ni somo la mpango mkakati. Mwezeshaji ndugu Mapesi alianza kwa kuwauliza wanasemina kwa kiasi gani wanatambua mpango mkakati. Ndugu Yohana Mbago mshiriki alijaribu kueleza kwa namna anavyofahamu.Washiriki wengine walipata fursa ya kueleza kile wanachoelewa. Ndugu Mapesi ambaye ndiye aliyekuwa Mwezeshaji alisema washiriki hawakuwa mbali sana katika kuelezea somo hili, na aliendelea kufafanua kiundani maana ya Mpango Mkakati. Washiriki walifurahi na kusema kuwa maelezo aliyoyatoa Mwezeshaji hayakuwa mbali sana na yale waliyoyaeleza. Aidha waliona utofauti uliopo kati ya mpango mkakati na mpango Kazi ambayo ndiyo walioizoea kuiandaa katika Asasi. Pia Mwezeshaji alijaribu kufafanua lengo la kuwa na Mpango Mkakati katika Asasi. Ndugu Fredy Mbalale (Mshiriki) alisema kuwa kuwepo kwa Mpango Mkakati katika ASGOHES utasaidia kwenda sambamba na Dira na maono ya ASGOHES tofauti na ilivyokuwa hapo nyuma ya kwamba Asasi ilikuwa haina mpango mkakati. 

Mara baada ya ufafanuzi, Mwezeshaji aliwaweka Washiriki katika vikundi na kuwaomba wabaini malengo ya Asasi kwa kipindi cha mwaka 2012 – 2015 na kuyawekea mikakati namna yatakavyofanikishwa.

 Katika mrejesho wa vikundi, washiriki na Mwezeshaji walisaidiana kukazia maeneo muhimu. Bi, Anna Msonde (mshiriki) alisema kuwa awali kabla ya mafunzo ilikuwa vigumu kujua ni namna gani angeliweza kufafanua utekelezaji wa malengo katika mpango haswa wa muda mrefu.

 Somo la kanuni za usimamizi wa fedha

Mwezeshaji Bi Grace Mwangmaila, alianza kwa kushirikisha washiriki kwa maswali ya kwanini kuna haja ya kuwa na kanuni za usimamizi wa fedha. Ndugu kundaeli Sengasu, mshiriki wa mafunzo alisema kuwa ipo haja kwa sababu ya kutaka kudhibiti matumizi sahihi ya rasilimali fedha. Aidha kuimarisha uwazi na uwajibikaji katika mambo yahusuyo fedha ndani ya Asasi. Mwezeshaji aliwaomba washiriki kutaja maeneo ya usimamizi wa fedha kulingana na katiba ya ASGOHES, kisha kutaka kuelezwa ni kwa namna gani yanafuatwa.

 Mara baada ya maelezo kutoka kwa washiriki, Mwezeshaji alifafanua taratibu za fedha katika utoaji wa fedha Benki, Uwekaji wa kumbukumbu za heabu za fedha, namna ya ulipaji na ulipwaji na mambo ya ugavi na manunuzi.

Mara baada ya maelezo ya kina, Mshiriki Ndugu Martini Nikudunku alisema sasa ameelewa namna ya fedha zinvyopaswa kutunzwa, kupokewa na kutolewa tofauti ilivyo kabla hajapata mafunzo. Washiriki wengine walisema kuwa wamepata mambo ambayo hakika yatayapa nguvu Asasi ya ASGOHES haswa katika kipengele cha usimamizi wa fedha. Hivyo kusaidia Asasi kuweza kukua na kuimarika. Awali wanachama walikiri kwamba hawakuwa na uelewa wowote juu ya vitabu vya kutunzia fedha, kuidhinisha malipo, n;k, na umuhimu wa kuwa na mwongozo wa kanuni za usimamizi wa fedha.

 

Somo la Miradi

Mwezeshaji Ndugu Mapesi aliwaomba wanasemina kueleza japo kwa ufupi maana ya Mradi na kwa nini Mradi. Bi Mshahara alijaribu kufafanua kwa kueleza kuwa Mradi ni njia au namna ya kutatua tatizo katika jamii, washiriki wengine walijaribu pia.

 Mwezeshaji Ndugu Mapesi alifafanua maana ya mradi, shabaha ya mardi, namna ya kuibua mradi. Washiriki waliwekwa katika vikundi na kuombwa kutaja aina ya tatizo na madhara yake katika jamii na kupenedekeza njia ya kutatua.

 Mara baada ya mawasilisho, Mwezeshaji alitoa ufafanuzi juu ya mti wa matatizo na mti wa malengo/matumaini, kisha kuwaomba waketi tena katika vikundi na kuibua miradi kwa kuzingatia mti wa matatizo na mti wa malengo/matumaini. Ndugu Yohana Mbago alisema awali hakuwa akifahamu namna ambavyo mradi inavyo tengenezwa na jinsi unavyoweza kutatua tatizo katika jamii kwa utaratibu.

 Katika mafunzo ya mradi mwezeshaji alikazia pia juu ya kuandaa Bao Mantiki la mradi ambapo washiriki walijifunza kwa makini na kukiri kuelewa kitu kitakachosaidia kuibua na kuandika miradi pamoja kwa nia ya kuboresha maisha ya wazee katika jamii ili kwa pamoja kutoa msukumo utakaowezesha wazee kupata haki zao ikiwepo hali bora ya maisha ikizingatiwa wazee ni kundi lilio pembezoni na lilio katika hali ya kusahaulika na jamii.

 

 KAMPENI YA HAKI ZA WAZEE KATIKA JAMII

Mjadala: Katika kampeni, wazee mbalimbali toka kata, mabaraza ya kata, madiwani, viongozi wa Asasi za kijamii, wataalamu toka Halmashauri ya wilaya ya Muheza na kutoka ofisi ya Mkuu wa wilaya walipata nafasi ya kuchangia mawazo yao juu ya hali ilivyo sasa. Mara baada ya mawasiliano ya mada mbalimbali, katibu wa TIWAMWE, Bi, Doroth Kahampa alibainisha kwamba, wazee wanahaki kama makundi mengine katika jamiii na wamechangia mengi katika maendeleo ya Taifa la Tanzania, hivyo swala la kuishi maisha bora ni haki yao. Alibainisha kuwa njia pekee ya kuweza kusaidia wazee kupata haki, kwanza ni kutungwa kwa sheria, itakayotoa msukumo katika utekelezwaji wa sera ya Taifa ya wazee. Pili, alipendekeza kuwa wazee wapate uwakilishi katika vyombo vya maamuzi haswa Bunge. Kwa kuwa makundi mengine yanawawakilishi Bungeni kwa mfano watu wenye ulemavu na vijana.

 Mheshimiwa Diwani wa kata ya Magila, ndugu Kilua, alipendekeza kwamba Halmashauri ifanye kila linalowezekana kuwa na idadi halisi ya wazee, hali zao, n.k. aidha alipendekeza kuwa wakati umefika wa Halmashauri nchini kuweka kipaumbele katika maswala ya wazee.

Kuhusu uwakilishi katika vyombo vya maamuzi haswa Baraza la maendeleo la kata na Baraza la madiwani, alisema yeye katika kata yake anawajumuisha wazee katika vikao, hivyo aliwataka madiwani wenzake kuanza utaratibu huo. 

Pia alipendekeza wazee kujiunga katika vikundi vya uzalishaji mali na akatoa pendekezo kwa Halmashauri kuona namna ya kusaidia vikundi vya kilimo vya wazee, mmoja wa wajumbe alisema kama ingepatikana trekta moja tu kwa wilaya kwa ajili ya wazee ingeweza kusaidia vikundi vya kilimo vya wazee kwa kiasi kikubwa.

 Mheshimiwa, Diwani alimalizia kwa kusema ni jukumu la Diwani kupigania mahitaji ya wazee kupitia bajeti za Halmashauri, kuwepo kwa utaratibu huo utakuwa ni vema. Licha ya serikali kujitahidi bado ni vema kukawa na mwakilishi jikoni wa kuwakilisha wazee, kuwa na msemaji wa wazee.

 Katibu wa TIWAMWE kwa mara nyingine, alisema Serikali isijisahau kuwa watumishi na viongozi watakuwa wazee. Serikali isikwepe jukumu la kutilia msisitizo na kujua hali halisi ya wazee. Serikali inapaswa kujua Bajeti ya wazee ni kiasi gani na pia Madiwani wanawasimamia kidete unagizwaji wa Bajeti ya wazee katika mapango wa Halmshauri.

 Mshiriki kutoka shirika la watu wanaoishi na virsusi vya UKIMWI, alisema Halmashauri inasaidia katika wilaya ya Muheza watu wanaoishi na Virus vya UKIMWI.

 

SWALA LA AFYA: Haki ya kutunza ni pamoja na kupewa huduma ya afya, kiongozi wa wazee, Ndugu Kauzeni, alisisitiza kuwa Serikali inapotamka swala la matibabu bure ni vema Serika ikapeleka fedha kwanza ndiyo bure ifuatie.

 Mshiriki mwingine kutoka Hospitali ya Teule ya Muheza, Ndugu Titus alipendekeza kuwa ni vema fedha kwa ajili ya kununulia dawa na kulipia gharama nyingine zikatanguliwa kulipwa na mamlaka husika, hii itasaidia kuimarika kwa huduma.

Aidha alitoa rai kwa wanachi kuwa na moyo wa kuwajali Wazee wetu kwani uzee haukwepeki. Pia alitaka msaada wa kuwa na dawa zinazohitajika, ili pindi zitakapohitajika ziweze kupatikana kwa urahisi na haraka.

 

MAJUMUISHO: Yafuatayo ni mapendekezo ya ujumla ya washiriki ambayo wameona endapo yatawekwa katika vitendo hali ya maisha ya wazee itaboreka na kuthaminiwa.

  1. Kutungwa kwa sheria, kutokana na kutokuwepo kwa sheria yeyote inayosimamia utekelezwaji wa sera ya wazee. Sera hii ya mwaka 2003 imebakia kuwa katika maandishi bila kuwepo katika vitendo, hivyo basi kuwepo/kutungwa kwa sheria kutasaidia utekelezwaji wa sera.
  2. Halmashauri za wilaya zitenge fedha kupitia mfuko maalumu wa wilaya (uwepo mfuko) ili kuwezesha wazee kupata huduma na pia kuendesha shughuli za uzalishaji mali kupitia katika vikundi.
  3. Halmashauri kupitia idara ya maendeleo ya jamii na mipango iandae daftari la takwimu kubaini idadi ya wazee (Database).
  4. Wazee kupata uwakilishi katika vyombo vya maamuzi katika ngazi zote, kata, Baraza la madiwani na Bunge, kuwekwa katika mipango ya maendeleo, aidha kuhakikisha kwamba Bajeti ina fungu la kuwahudumia wazee.
  5. Halmashauri kutengeneza mbinu/mfumo utakao wawezesha wazee kupata vyeti TIBA na DAWA.
  6. Mgawanyo wa majukumu wa kusaidia utkelezwaji wa sera ya wazee uzingatiwe na kuwekwa katika sheria.
