CAP I

 

NAME:

• Association for poverty reduction and improvement of people welfare.

 

ADDRESS:

• The head quarter of Association shall be at Chake Chake town.
• Postal address: P. O. Box 287 Chake Chake Pemba.
• Telephone Mobile: +255 777 430558.
• Account No. 041208000718

 

Also the Association may change its head quarter and initiate its branches in different places in Pemba.

 

CAP II

THE GOAL OF ASSOCIATION:

• VISION OF THE ORGANIZATION:

To improve the welfare of the Pemba in the aspect of economical, Socio –culture, and political to the extent that we have the well educated society.

 

• MISSION:

To have a well organized community in term of overcoming the Socio- economic problem through the use of possible resource.

 

• MAJOR OBJECTIVE:

To improve welfare and proper living of people of Pemba.

 

• OBJECTIVES:

-          To mobilize the community to initiate the income generating group, business, saving and credit scheme parallel with the youth group together with initiating the different projects.

-          To provide education and capacity building the cooperative groups parallel with business enterprises, marketing and project issues.

-          To identify the children engaged in child-labour, to rehabilitate so as to resume school or joining in vocation training centers.

-          To conduct studies pertaining, socio- cultural, economical of the issues of education, business, availability of safe water, health, poor market, together with income and employment’s opportunity.

-          To support the vulnerable groups such as disability, orphan, widows, the AIDS effected and effected peoples, disaster such as fire or hungers.

-          To find the donor direct or indirect so as to support the effort of the groups members, orphan, disability and others vulnerable groups who effected with disaster.

-          To conduct study visit, and participate in the festival in comity and outside or from the income generating groups.

 

 

                

-          To mobilize the groups to join up with other associations within comity and outside in order to have more power in tackling the problem of poverty.

-          To educate the communities, the effect of AIDS, Malaria, Genders, Child-labour, Reproductive health, Early pregnancy and other social issues.      

 

CAP III

 

A: MEMBERSHIP OF ASSOCIATION:

The membership will be free to all people of urban and rural areas.

-          Any person who wishes to join up membership of association shall send his/ her application to the head quarter of at branches of association and will be intended to fill the special form and pay none. Refundable entrance fee, however the decision to accept or reject will be upon the executive committee.

 

B: THE ASSOCIATION FOR REDUCTION POVERTY AND IMPROVEMENT OF

     PEOPLE WELFARE WILL HAVE THREE CATEGORIES OF MEMBERSHIP:

 

Founder members:-

-          Members who participated on the initiation Association.

 

Ordinary members:-

-          People who like to join up with association since association registered.

 

Honorable members:-

-          Shall be people and donors together with famous institutions and honorable person who worded membership of the association due to his contributions to association.

 

C: THE RIGHTS OF MEMBERS:

 

All members shall have the right to:

Þ    Participate in all association meeting

Þ    Argues or be argued under the struggling for developments of association, this is together with the correction to any leaders of the association to any legal meeting

Þ    To provide contributions, which will help the development of association, also has to use his effort skills and ability in order to ensure the expected goal of the association is reached.

Þ    To get the financial information to any work at any time period.

Þ    To elect or be elected to any position of the association.

Þ    Honorable members shall have the rights to participate in meeting bat couldn’t have the right to vote.

 

D: HOW WILL LOSE YOUR MEMBERSHIP:

Membership may be lost for the following occasions:

Þ    Resign membership by sending the application letter to the executive committee.

Þ    Death.

 

 

 

Þ    Failure to pay month fee for six consecutive months, without special reason acceptable to the executive committee. That member will be re-membership when paying this accumulated fee.

E: THE EXECUTIVE COMMITTEE WILL SUSPEND ANY MEMBER

     FOLLOWING REASONS OR MORE BELOWS:

 

Þ    Doing offence or participate to abandon the constitution of association.

Þ    To do action or actions this is parallel to the objective of the association.

Þ    The generally assembly is the one which has Margate to suspend membership of any member after clean assessment.

 

 

CAP IV

 

LEADERSHIP:

 

A: GENERALLY ASSEMBLY:

 

Shall be a general assembly of the association, which will be urged by executive committee once a year, all members together with executive committee members shall be the participants of the general assembly. General assembly is the only organ, which has the final decision on all issue of association, hence may stop, change or omit any decision by executive committee.

 

B: THE DUTIES OF GENERAL ASSEMBLY:

 

General assembly shall have the following duties:

-          To conduct election to the executive committee members, who terminate this period, resign or who suspended by association leadership.

-          To discuss progressive report of the association and previous annual programme reports and plan the budget programme for the coming year.

-          To provide decision to any action sent by the executive committee.

-          To do any duty for the interest of the association.

-          Any issues which need decision for the vote majority will judge the general assembly.

 

C: EXECUTIVE COMMITTEE:

 

Shall be the executive committee, which will be the leading organ of the association.

 

-          The committee will have the following members.

-          Chairperson.

-          Deputy Chairman.

-          Principal Secretary.

-          Deputy Principal Secretary

-          Treasurer.

-          Deputy Treasurer.

 

 

 

COP V

 

DUTIES OF THE ASSOCIATION LEADERS:

 

A: CHAIRPERSON:

 

The chairperson of the association who elected by the general assembly is one who to be the chairperson of the executive committee and will have the following duties.

-          Supervise the all meetings of the association and that of the executive committee.

-          To ensure the constitution of the association is followed accordingly.

-          To sign all minutes of the association meeting and that of the executive committee, after confirmation.

-          Shall be the spokesperson of the association.

 

Shall stop working if:

-          When stop membership

-          Voluntary from his/ her self.

 

B: DEPUTY CHAIRPRESON:

The deputy chairperson will be elected by the general assembly and will be the deputy chairperson of the executive committee.

 

He / she will act the position of chairperson if:

-          chairperson died

-          Hines or he/she is at the way.

-          He/ she will assist the chairperson on other activities.

 

C: SECRETARY:

Shall be the officer of the principal secretary of the association who will be the secretary of the executive committee.

He/she will do his/her duties according to the constitution and urged by the executive committee.

 

With cooperation with executive committee secretary will do the following.

-          Prepare meeting and agenda.

-          Communicate with member on the meeting information.

-          Keeping the records of the meeting.

-          Keeping the records of the members.

-          Keeping the records of the fees levels.

-          Keeping members particulars with cooperation of the accountants.

-          Together with all he/she will the key executive officer of the association.

 

E: DEPUTY SECRETARY:

-          Will be eluted by general assembly.

-          Will act the position of secretary when died, resign of absent at work.

 

F: TREASURERY:

-          Will be accountable to the executive committee.

-          Shall keep records on financial activities.

-          He/she will be responsible to all financial activities of the association.

 

 

G: DEPURY TREASURY:

Elected by generally assembly

Will act the position of treasurer when the following occasions happened: -

-          Resign

-          Absent

-          Died

-          Sick

 

 

CAP VI

ELECTION:

• The association will conduct its general election after every five years.
• The member who get high votes number will be said to be the winner, if the candidates are more than two the voting process will continue until one member receive the majority of all votes.
• For any reason if member stop to be the leaders for more than six months before general election, power to select another member to fill the position until another election had conducted.
• The executive committee will be the organ, which will process the all procedures concerning association’s elections.

 

CAP VII

 

ASSICIATION FUNDS:

Association fund will come from different sources following: -

-          Member’s contributions.

-          Grants from Governments and Non – government’s institutions, national and international.

 

The association account will be opened at People Bank of Zanzibar (PBZ) or another bank within the country available (in order to with draw fund must obtained the signature of the two executive members).

 

The fiscal year of the association will start from June and ending up July every year.

 

The financial auditor selected by executive committee will watch the accounts of the association and reports will be open to be watching to each member.

 

 

CAP VIII

 

AMMENDMENT OF THE ASSOCIATION:

This constitution will be amended, when the bills from member submitted to executive committee, or any member of the association to send his/her augment to the generally assembly, after voting of member will – two- third majority, before stating the general assembly.

 

 

 

 

 

CAP IX

 

 

The Government registers shall have the decision to withdraw the registration of the association when the member requesting if the will the two – third majority of the all members.

Once the with drawl of the registration of the association, the assets and debits of the association will inherited to institutional which has mandate and experience of poverty reduction within the country.

 

 

CAP X

 

 

THE IMPLENTATION OF THE CONSTITUTION:
