The Ministry of Finance - Department of External Finance is the contracting authorithy for the ZANSASP financing agreement. It oversees the overall programme implementation and chairs the Programme Steering Committee (PSC).  As delegated National Authorising Officer of the European Development Funds (EDF), the ministry has an active role in all processes in which the programme is involved such as grant making evaluations, procuremment of supplies and experts, etc.  The Department of External Finance and more especially the unit responsible for aid coordination and management will also receive direct support from ZANSASP aimed at better undertsanding and tracking the role of NSAs in zanzibar's development, in tracking the funds they received as part of ODA and at enhancing synergies between NSAs and line ministries to increase overall aid effectiveness.
