The Civil Society Support Unit within the Planning and Reseach Directorate of the President Office: Constitutional and Legal affairs, Public Services and Good Governance is a startegic partner of the programme. Tasked with the implementation of the NGO act of 2009 and its related NGO policy and implementation plan, it is responsible for overseeing  the non-profit sector in Zanzibar. Registration of non-state actors is also the responsibility of the President office: Constitutional and Legal affairs, Public Services and Good Governance, via the office of the Registrar. It is also represented on the ZANSASP programme steering committee.
