Kuendesha Midahalo ya wananchi katika Majimbo 5 ya Mkoa wa Tanga, Pangani, Kilindi, Mkinga, Handeni na Tanga. Ambapo wananchi wanapata fursa ya kuongea na viongozi wao na kuchangia mawazo ya nini kifanyike katika kuimarisha mahusiano na kutatua matatizo yanayo wakabili katika Jimbo husika, mbali na washiriki wa midahalo lakini pia kutumia vyombo vya habari (Radio) ambayo wanachi wanapata fursa ya kusikia mdahalo ukiendeshwa moja kwa moja

1. Wananchi kudai kuwa na Mikataba na viongozi wa kuchaguliwa ili wakiivunja wananchi waweze kuchukua hatua
2.wananchi kuwa na hamasa kubwa yakufanya ufuatiliaji wa uwajibikaji wa viongozi wao kwa wananchi
3. waheshimiwa wabunge na madiwani kuanza kuwa karibu na wananchi wao, wakihofia kwamba wananch wamekuwa na uelewa zaidi juu ya haki zao

TASCO kuwa karibu na viongozi wa majimbo/Wilaya ambapo imeombwa kufika katika ngazi za kata ili kuwahamasisha wananchi kushiriki katika michakato ya maendeleo na kuwawajibisha viongozi ambao hawaendi sawasawa na wajibu wao kama viongozi kiupitia mikutano ya Vijiji

Wananchi wengi hawakuwa wakishiriki mikutano ya vijiji inapoitishwa, mfano Wilaya ya Mkinga walijisuta wenyewe na kusema kwamba sasa watakuwa mstali wa mbele
Madiwani wengi hawajui wajibu wao katika ofisi wengi wanawalaumu watendaji wa Kata kwamba hawawapi taarifa za miradi
Wenyeviti wa vijiji hawajui kwa usahihi majukumu yao, wengi wameomba kueleweshwa kwa uwazi majukumu yao ili waweze kwenda na wakati
Waheshimiwa wabunge hawako karibu na wananchi wao, mfano mzuri ni Mbunge wa Pangani, hajawahi kuitisha kikao na wananchi wa Jimbo la Pangani

Madiwani walidai kulipwa wanaposhiriki midahalo	Tuliwakumbusha kwamba tunaasidia kuwakutanisha na wananchi wao, hivyo walipaswa kushukuru badala ya kudai kulipwa posho ya kushiriki
Mkurugenzi wa halmashauri ya Handeni alipinga kuendeshwa kwa mdahalo katika Wilaya ya Handeni, kwa madai ya kwamba hatukuwa na kibali cha kuendesha mdahalo	tulimwambia hatukuwa na haja ya kibali kwa kuwa tunafanyia ukumbini na Mwanye hoteli alituambia nafasi ipo kwa hiyo hatukuwa na haja ya Kibali, aidha tulimfundisha sheria kwamba vibali hata kama vinaombwa si kwa Mkurugenzi bali kwa polisi ambao ndio wanaolinda usalama kama vurugu itatokea

Wananchi wengi hawakuwa wakiijua katiba, mfano mwanachi mmoja katika jimbo la Pangani aliiomba katiba kutoka kwa Muwezeshaji ili angalau aiguse kwa mkono wake naa baadae aliibusu
Viongozi wa Kuchaguliwa kutokuwa na muda wakujadiliana masuala mbalimbali na wanachi wao
Wabunge wengi si wawajibikaji katika Majimbo yao, mfano mzuri ni Mbunge wa Pangani ambaye hata wananchi walilalamika kutomuona kwenye mdahalo huo na kusema ndivyo alivyo
Viongozi wanaogopa kuizungumzia katiba, mfano Mkuu wa Mkoa wa Tanga alikimbia siku ya mwisho kufungua Mdahalo, kwa sababu ambazo awali alisema yuko sagfarini, lakini kwa kuwa tulifanyia mdahalo kwenye Jengo la ofisi yake tulimuona tulipo fika, Mdahalo ulipo anza aliondoka, Mkuu wa Wilaya ya pangani awali alizuia mdahalo usifanyike baada ya kupata taarifa kwa mwenzake wa Korogwe na Kilindi kwamba midahalo ilikuwa na mafundisho mazuri kwao, alituita kufanya katika Wilaya yake na kukiri mwenyewe kwamba awali alikuwa na wasiwasi

Empowering Citizens to participate in decision making process so that they can hold government accountable in Korogwe and Muheza District, further more we used citizen score card to evaluate and monitor the services providing by government in Korogwe and Muheza district, specifically in health and education sector

PETS has stated, but we stack some where in Muheza District, they refused to give us information in time, the activity now is in progress, we had to go back to the Regional Administrative Secretary for assistance

Improve public coordination practices in the social accountability monitoring and public expenditure tracking survey in Muheza and Korogwe

B. Actual Outcomes/changes

Improve public/private sector services providers accountability to the public services delivery in Muheza and Korogwe districts

C. Other outcomes/changes originated from implementing the project

1.Establishment of 6 groups on social monitoring accountability in 6 villages of Muheza and Korogwe district
2. Citizens started to make followup on issues affecting their life, example citizen of Mindu requested assistance to formulate action plan, so that they can start to truck issues of accountability in the schools and health centers, Citizen of Kelenge holding the head teacher who has been beaten by teacher until he admitted in the Magunga District Hospital in Korogwe

Describe any experience and ideas that you obtained from implementing the project

Explanation
Fear of government to be investigated on issues of money
Villagers are understand many things of government, including governments promises in their localities, unfortunately they did not have platform where they can address their issues or where they remind government about their promises
Trust of citizens for their leaders has been decreased, as they refused any village leader to be included in their committees

Challenges

Describe any challenges encountered in implementing the project and how they were overcome.

Challenge	How it was overcome
We did not given cooperation to get information for PETS activities, which caused us to postpone PETS activity	Postpone PETS activity to next quarter and went back to Regional level to seek assistance
Citizens in villages are not trust NGOs, as there were some NGOs went to their villages to get information, and they never back for feed back and or deal with issues they raised	We told them TASCO is deference will go with them shoulder by shoulders until the changes happen
Fund are very limited, as those groups need some money to make follow up of issues in their villages (funds for stationary, refreshment and transporter)	promised to assist on issues of stationary and transport, we also assist volunteerism spirit so that we can reach the together

Impowering Citizens to participate in decision making process so that to hold government accountable in Korogwe and Muheza District, further more we used citizen score card to evaluate and monitor the services providing by government in Korogwe and Muheza district, specifically in health and education sector

improve public coordination practices in the social accountability monitoring and public expenditure tracking survey in Muheza and Korogwe District by December 2011

Improve public/private sector services providers accountability to the public services delivery in Muheza and Korogwe districts

it is earl to see the real outcome/changes, but the project gave us to understand the situation in those areas, where we interviewed 200 people and observing the situation in those areas, (see photos)

Describe any experience and ideas that you obtained from implementing the project

Explanation
poor services in health and education in the local community level (see photos and separate implantation report)
rigidness of local leaders in community service provision, example in Makuyuni executive officer stop us to interview community and Hale ward WEO refused to work with TASCO if we engage citizen in the project, he wanted us to interview leaders only
Citizen have solution for their problems, but they are not listened by local leaders
promises of Member of parliaments and councilors are not fulfilled

Challenge	How it was overcome
working with local leaders in this project, some of them turned to be enemy	Seek assistant from District council, lobbying and telling them how the project will help to improve education and health services in their area
Some of interviewed people claimed for payment	We explained to them, that they are part of the project and we implement it for their own benefit and the entire community
