Project Description

Civil Society Capacity Strengthening
Overall goal:
To improve the capacity of social structures and systems that support mobile Maasai youth to overcome risks and challenges they face in the urban environment.

"This project seeks to address challenges that the mobile Maasai youth who come to urban areas in search of employment and income earning opportunities face. These problems include high risk of infection with HIV/AIDS due to high prevalence and unfair treatment and poor terms and conditions they face from employers. The underlying reasons for this situation are- the lack of basic knowledge on HIV/AIDS including prevention , care and treatment and lack of information and appropriate advice on rights to employment legal rights and where they can access services to defend their rights.

To address this situation the project plans to strengthen the informal social safety nets of mobile Maasai youth in urban areas and formal systems to support them. To achieve this purpose is designed around the following three objectives;
Specific objective
1. Capacitate Maasai group leaders to provide appropriate advice for prevention, care and treatment of HIV and AIDS.
2. Strengthen capacity of youth to access information and services regarding to civic rights and employment.
3. Advocate for mainstreaming by Government and other stakeholders of responses that deliberately address the situation of mobile Maasai youth in strategies for prevention, care and treatment of HIV and AIDS.

Project Outputs and Activities

1.1 increased awareness among opinion, influential, informal leaders and youth on HIV/AIDS prevention methods.

1.2 To conduct 4 seminars (2 days each) to youth from Kiteto and Westkilimanjaro on HIV/AIDS prevention in Mwenge area

1.4 Conducting facilitated screenings to youth representing Kiteto, Westklm, Arusha in Mwenge area.

1.5 To conduct a workshop to design IEC material at Land mark hotel

2.1 To conduct a workshop for key stakeholders at district level involved in HIV/AIDS with a mandate and potential to mainstream the Maasai Mobile Migrant youth as a target in their plans.

3.0 To conduct a 4 day seminar to youth from Kiteto on civic rights and employment in Mwenge area.

3.1 Compile information on jobs, employment and risks associated and how to minimize the risks.

3.2 Document information on legal support related to employment and institutions that provide support.

3.3 To conduct monitoring field visits and final evaluation of the project.

5.0 Management










1.2 During July through August, 2010, a total of 4 seminars (2 days each were conducted by a facilitator and lives staff to 60 Maasai youth from Handeni and Simanjiro on HIV/AIDS prevention methods in Mwenge area.

1.4 In August and September, 2010, a total of 2 facilitated screenings have been conducted by LIVES animators to 60 Maasai on HIV/AIDS representing Handeni, Simanjiro, Manyara in Mwenge area.

1.5 In November 27, 2010, a workshop to design IEC material appropriate for HIV/AIDS education migrant/mobile Maasai has been conducted for a day by a facilitator at Johanasberg hotel.

2.1 In November 25, 2010, a workshop for key stakeholders at district level was conducted by a facilitator at Johanasburg hotel so as to raise their awareness on HIV/AIDS with a mandate and potential to mainstream the Maasai Mobile Migrant youth as a target in their plans.

3.0 In August and September, 2010, a total of 3 seminars on civic and employment rights were conducted in Mwenge area by LIVES staff . A total of 60 Maasai most of them from Handeni participated.

3.1 Compiling of information on jobs, employment and risks associated and how to minimize the risks is a continuous exercise that is expected to be completed at the end of the project. This initiative currently has resulted in the establishment of task force that oversees ways of minimizing employment risks i.e. VSLAs have bee initiated to minimize this condition.

3.2 Legal aid institutions including LHRC have been working very closely with Migrant Maasai whereby the Maasai were provided with cases on injustices legal advice on their issues. To date, a total of 2 migrant Maasai have their cases on work injustice are being handled by LHRC.

3.3 LIVES undertook regular monitoring field visits that have provided an opportunity to adjust and fine-tune on methodology for improvements during project implementation.

5.0 Management
Day to day running of LIVES planned activities for the year were smoothly executed.

A few activities were post poned because of the general election where mot key stakeholders were government officials, but the activities resumed after the election.

Project Outcomes and Impact

Output1
increased awareness among opinion, influential, informal leaders and youth on HIV/AIDS prevention methods.

Immediate outcome-
i) Increase in number of Migrant Maasai who are able to identify, relate and report on issues regarding HIV/AIDS related illnesses. For example, Migrant have been able to inform LIVES staff on deaths of colleagues due to diseases with symptoms similar to HIV and AIDS.

ii) Increasingly Migrant Maasai openly speak of their eagerness to test for their health status. Readiness to voluntary test for HIV status now dominates the group members that have received training/seminars on HIV/AIDS.

iii) Establishments of VSLAs is a strong indicator for an immediate outcome as a important strategy to minimize possibility of migrant Maasai to contracting HIV/AIDS. The shares being purchased has been increasing per week. The saving sprit is high and therefore little or no money is left for drinking or buying sex!

HIV/AIDS status among mobile Maasai youth recognized and included in Kinondoni district plans and budget.
Immediate output
i) Kinondoni district council are now aware of the magnitude of migrant Maasai about HIV/AIDS and its risk associated in the urban environment and they have committed to support LIVES work aimed at addressing the anomaly.

ii) Kinondoni district council are willing and ready to jointly (with LIVES) address the challenges that migrant Maasai experience on HIV/AIDS pandemic in Kinondoni district.

Output 3
Improved system of hiring and employing mobile youth Maasai by employers

Immediate output
i) Increased knowledge on employment rights resulting from the seminars has made Migrant Maasai to realize on the level of injustice in relation to working environment, benefits and unfair salary. LIVES monitoring visits shows that already, migrant/mobile maasai have started to pressurize their employers for entering into contracts although this has not always been easy.
ii) Several cases on abuse have now been brought at LIVES office and few critical LIVES has linked to the LHRC.


A group of 10 migrant Maasai have requested LIVES to link them with health facility to enable them to check for their health status! This move has been attributed by a spontaneous trainings in 6 months of project implementation.

Lessons Learned

Explanation
1. Use of peer sensitization to target groups and use of visual technique has resulted to increased understanding on HIV/AIDS phenomenon among the youth. The targeted youth in Kinondoni district (youth from korogwe, Handeni, Chalinze, Arusha, Kiteto) are sensitized about HIV/AIDS and are ready for counseling and voluntary services if linked. With respect to rights education, increased consultation with LHRC for various issues of abuse.



2. Continuous discussion of project sustainability resulted to target group self establishment of VSLAs project – this strategy not only will it improve income level for the youth but will serves as a self propelling sustainable mechanism to the LIVES urban program. Already, the strategy is attracting in-group members who are eager to join! A total of 3 groups have raised savings of up to 500,000 Tshs and community funds of around 200,000Tshs as of September 2010 to the reporting period.




3. LIVES cultural approach to project implementation led to improved safety nets the youth in the urban; since June, 2010, 3 existing groups totaling 90 group members have spent around 800, 000 Tshs for helping the sick and transporting the dead to homestead. In the same note ideas on how to support fellow unemployed youth continue to dominate youth discussions. Ideas to facilitate start-up capital (that has reasonable interest rate) to new youth coming to the city with no employment at the beginning are in the youth on going discussion.





4. Kinondoni district council( along with key departments Planning, Education, Legal officer and especially Community HIV/AIDS Coordinator) are not aware of the magnitude of HIV/AIDS in the district despite of a number of actors in the district dealing with HIV/AIDS.


Kinondoni district council particularly CHAC office and other key departments strongly are willing and ready to maistream HIV/AIDS for the youth in their plans.

Challenges

General election interference with project implementation. Key activities regarding collaboration with Kinondoni district council were up set during the general election and were postponed, hence affected project implementionIn the future, project activities will be carefully planned so that they do not concide with government key meetings.



Documentation (in video form) of project activities have been difficult because of funds inadequacy. Through member contributions, the documentation process is on going. LIVES future plan is to accommodate documentation in video form as key to the budget.


Similarly increased awareness to the target group has continued to attract more groups constraining the available resources.Planning meeting were organized to address the problem. In the future, LIVES is planning to tap into new sources to increase its financial base
