JUKWAA LA WAJASIRIAMALI IRINGA

It is an entreprenual program aims to coordinate and collect entreprenuers of Iringa to have their platform for sharing ideas and exploring opportunities pertaining to their fields.

in accomplishing its duties on Youth Empowerment Programme in phase one, the program was based on giving fundamental trainings on Acting and Film Production.

 

Training was conducted for one month from 30/09/2013 to 02/11/2013, and it was facilitated in collaboration with Tanzania Film Federation, the training was very succesful, 37 students participated and graduated

Commemoration of Chief Mkwawa.

The Chief Mkwawa historic event for this year is being marked by cleaning environments surrounding the fort which he made during his existance, these areas were being used in different occassion as he deemed for.

This is a hill which made by soil gathered from different areas which he had made war's against them, he used this hill for delivering speeches to his audiance. The organization together with community arround kalenga cleaned the hill and will make it to be clean always.

The meeting was held on 20, June 2013 whereby the central theme of talking was based on commemoration of Chief Mkwawa who died on 19, July 1898 and on this year it is the anniversary of 115 years since his death, whereby coomunities have to undertake various initiatives toward him since he is an icon of the nation and African contient at all.

hence various activities regarding to chief mkwawa will be carried oout by both sides of the community and organization, among them is creating awareness to the societies on the pride of culture in relation to chief mkwawa, undertaking significant researches concerning the cultural practices, chief mkwawa and reactivation of Kalenga museums.

EXECUTIVE SUMMARY:                                        

Tanganyika Centre for Development and Advocacy is a nongovernmental organization established and registered to undertake its activities in Tanzania main land as its area of operation. The organization has established its base in Iringa municipal as its head quarter.

The organization since its registration has performed various activities on different areas, whereby its output result is the organizing of Students Anti Drug clubs that operate in Iringa Municipal. The organization during the coming year will expand such education hence to cover the whole region so as to foster development by improving the quality of education.

Due to experience gained from various programme implemented on the year 2012 the organization has learned more on the essentiality of human resources, fiscal resources and accountability as basic determinant towards implementing organization plans. The organization it was in worse condition economically due to being in birth stage, it was learning from others thus used great force to implement its projects by volunteering, it had few personnel staffs that lead to most of tasks being implemented out of time. The organization has learned to share activities with other partners and government officers in a manner that effectiveness and efficiency are maintained on time. Monitoring and evaluation is major tool for undertaking the strength of how successful of the project by measuring and observing its output result.

The plans made in this report shall be implemented well by effective coordination, transparent, accountability, with sustainable leadership based on involving the local authorities in implementation processes. The activities contained in 2013 vision plans will be monitored, evaluated and reported within the framework of the targeted time; evaluation system will use comprehensive and relevant evidence that would be provided in a timely manner of activities.

The 2013 plan is to be implemented in the annual basis with great assistance from TCDA partners to enhance coordination and supervision of directors of departments who are responsible in developing project and policies with regard to the requirement of society and their departments.

On behalf of organization members I wish all the best in implementation of 2013 plans with great fortune under the basis of accountability of each member, participation and working together for the betterment of the society.

INTRODUCTION

1.1 About an Organization

Tanganyika Centre for Development and Advocacy is a Non Governmental Organization registered with accordance to the NGO’s Act number 24 of 2002 with its registration number 00NGO/00005595. The organization is registered as multi sector under national as a society based organization, non partisan organization, non political and non-profit making. The area of operation under which the organization is established and registered for is Tanzania Main land.

1.2 Core Values

The adherence of organization is situated with the basic of the core values such that;-

The organization vision for which the organization is established and registered for is to enhance effective implementation of the national development vision of 2025 with much regard to foster social, political and cultural development toward society.

The organization is established for with the mission of being an organization with effective capacity and sustainable knowledge to offer technical consultancy to the government with its stakeholders in regard to the policies, laws and government regulation for providing better services to the society.

2. PROGRESS ACTIVITIES OF 2012

The organization in furnishing and implementing its duties during the year of 2012 has carried out several activities towards the society. The organization with assistance of Municipal Executive Director has undertake the following activities

  1. To provide civic education on constitution in secondary school
  2. Providing education on HIV/AIDS and drug abuse

iii.Provide education on environmental and natural resources management

iv.Capacity building on mindset transformation toward self employment

These activities were undertaken by our organization during September 2012, to November 2012, in various areas of leaning institution such that of secondary school

2:1 SUCCESS OF THE PROGRESS ACTIVITIES OF 2012

For the year of 2012 the organization when implementing the above mentioned activities, the organization succeeded in the following aspects

2:1:1 formulation of students Ant-Drug Clubs.

The organization has formulated the students Ant Drugs Clubs operating in Municipal secondary Schools whereby these clubs acts as a catalyst for students change behavior. These clubs has more than 200 students of secondary school where by work together with our Department of education, coordination and recruitments in preparing various programs for the betterment and improving the youth’s behavior. These clubs have high responsibilities toward behavioral change of youth such that regulating the habit of undertaking alcohol, cocaine, heroin and others, the overall goal of clubs is creating awareness on various challenges that take students and youth in general through conducting conferences, seminars, dialogue and debates. For the next year the organization will prepare effective strategies for expanding the scope of clubs and Ant Drug Education whereby the coverage will be regional.

2:1:2 Civic educations on Secondary schools.

The organization had program of providing civic education on constitution to the secondary school students. The main objective of this program was o build capacity for youth to be aware with the ongoing essence of constitution reforms, to participate effectively on public opinion towards new constitutions. The program was well based on the following scenarios;-

  • Basic human rights such that natural rights,

Whereby they are there when you are born and they are not given or granted by any one. Basically natural rights are rights to life, right to freedom, right to liberty, freedom of expression and right to own property.

            

Students of Kihesa secondary school listening to the civic education facilitator advocating for the roles of students and youth on the on-going constitutional reforms. The activity was carried out by Tanganyika Centre for Development and Advocacy at school compound on 17/09/2012 within the school compound.

  • Environment and natural resources management

On advocating on new constitution reforms, great and open discussion on conservation of environment, and how resources should be distributed toward the society so as to realize people cantered development. These resources shall be used for creating a unity and not chaos toward the society.

  • Good governance, rule of law and accountability

When discussing for the new constitution there must be deep discussion across the good governance, rule of law and accountability in governance, there must be people centered approach which under look for popular participation in decision making and having leaders who are accountable for the society needs. The constitution reforms must answer the question of rule of law, where by laws have to give justice should make laws that provide fairness and enhance equality to majority and not minority.

3: Challenges and impediments.

During the implementation and accomplishing the proposed activities for the year 2012 the organization encountered several challenges such that of the following;-

Inadequate resources mobilization, When undertaking its activities in secondary school and various collages the organization had low accessibility of resources such that;-

·       Human resources

There were few human resources due to the nature of organization whereby volunteerism were encouraged more hence most of staffs failed to survive due to hardship situation that faced the organization

·       Financial resources

The organization during the year of 2012 from July to December had encountered difficult situation with low flow of incomes due lack of adequate sources of funds as the organization was in transition period from its existence the organization undertook various projects activities by the volunteering and most of incomes were contrition and bequest from various people. Due to inadequate financial resources most of the activities were not performed on time and sometimes under low performance. The organization spent only Tshs 340,000/= or 212.5$ for the period of September to expected incomes.

·       Dependency syndrome

This conducive for addressing the development challenges with dignity, confidence, determination, and persistence through hard work and creativity, the organization system has not been structured to counter this deterioration for testing self confidence of the organization destiny. The organization performance has been diminished by depending on contributions and bequest from various people, organization, institution and companies.

·       Low cooperation from local government

The organization in some of the areas received inadequate cooperation from local government especially when implementing the project of civic education on constitution and Ant drug, local authority were not able to participate with organization being isolated in undertaking such social matters.

·       In effective time management

Due to absence of allowances and remuneration to the organization staffs there is a tendency of taking organization activities as a subsidiary hence most of the tasks are not accomplished on time, this circumstance lead to poor performance.         

4. Organization Ways forward

The organization in its ways forward to achieve its desired goal and objectives has established the following to disentangle the impediments;-

1.   Establishment of organization departments

In order to accomplish the organization vision and mission and objectives, the organization has established seven departments and each department shall adhere to the organization on desired goals with much regal to article 12 (I ) and (7) of the constitution and job distribution. These departments are such as following;-

  • Policies, Planning and publication
  • Financial economic and resources mobilization
  • Agriculture, Environment and natural resources management
  • Legal, constitution and Human rights
  • Research and project coordination
  • Education, coordination and recruitments
  • Community development gender and relations

The directors of these departments they have to adhere to the managing director in the day to day activities. Directors have to structure the Mission and vision of their department with the purpose of furthering and strengthening the organization

2.   Accountability and efficiency

The organization as set out the clear rules and principles that adhere to accountability and efficiency in doing that the organization on has set out disciplinary committee and principles that every director has to follow them. Accountability and efficiency shall be evaluated and monitored through day to day activities and monthly report of the department and their ongoing projects being developed implemented by the departments.

3.   Organization capacity building

The organization has sets out methodology for undertaking capacity building for its staffs and developing policies for organization economic stabilization by looking other sources of funds such that;-

  1. Donation and Grants
  2. Membership fee
  3. Fundraising

Also the organization create warm and welcome organization for partnership with other organization such that local and international.

4.   Finance and resources managements

The organization has proper principles of financial matters including clear policies that prohibit authorities towards organization finance. All finances shall be kept on organization; there shall be more than one signatory for any transaction. All organization resources shall be kept in record by director of finance, economic empowerment and resources shall be managed by this department. With regard to its duties the director of finance, economic empowerment and resource mobilization shall have the duties of financial disbursement other departments depending on needs and requirements, disbursing salaries to organization staffs and paying attention for office needs, the director of this department shall also adhere to any purchase of office requirement and its maintenance with much regard to value of money

5. Vision of 2013 projects:

Vision for development is an articulation of a desirable future condition or situation which on organization envisages to be taken for its achievement. The organization vision therefore seeks to actively mobilize the people and other resources towards the achievement of shared goal. A shared vision arouses people aspirations and creates the spark that lifts the organization of the mundane. In the process it instills the courage and determination to raise the challenges from individual level, community and national at all. This vision is a vehicle of hope and inspiration for monitoring the people interests to search and work harder for the betterment of their livelihood work for prosperity, also enhancing capacity building for societal mindset towards realization of development. The vision of organization on 2013 is based on the following disciplinary objectives;-

      i.            Enhancing quality and learning societies

   ii.            Capacity building for societies towards social and economic matters

  1. Environmental conservation and natural resources management
  2. Economic empowerment to the indigenous societies

   v.            Enhancing gender equality and equity to the society.

Enhancing quality and learning societies

The organization vision is to create the conducive environment for enhancing quality of education for learning in order to make critical eradication of poverty, diseases and ignorance, the organization in the year of 2013 will foster education in Iringa municipal by the following methodologies:-

Undertaking students pregnancies prevention in learning environment with putting efforts on capacity building to the students towards reproductive health education so as to create awareness and consciousness for eradicating vulnerable groups, such as street children, undertaking control measure on transmission of HIV/AIDS and enabling youth focuses toward realization of their development. Modeled by focal group discussion debates and dialogues, open and public forums and conducting youth conference adhere to opportunities and challenges for youth.

 

 

The organizational stake holders following the presentation of “Student Pregnancies Prevention” organized by the organization and presented by the Director of Community Development, Gender and Relations. The presentation was made on 14/12/2012 at organization offices.

 

CAPACITY BUILDING FOR SOCIETIES TOWARD SOCIAL AND ECONOMIC MATTER:

For the year 2013 the organization intends enhance capacity building for the society is various aspects such that;-

Constitution and human rights

The organization will create platform forums on the ongoing constitution reforms, whereby the society will get enough time for understanding the necessary entities to be carried in new constitution. The organization will conduct seminars, conference, debate and dialogues and public meeting for constitution so as to create awareness on such entity purposely to get people’s constitution. The organization will create a conducive environment for awareness on legal and human rights such that marriage acts and land acts.

Enhancing information system

The organization understand the role of information towards development arena, therefore there is necessity for the organization to enhance clear flow of information from one point to another specially in land locked areas particularly in rural areas where there is low interactions and poor infrastructures.

The organization on the year of financial year of 2013 will mobilize kilolo societies in construction of four information centers to enhance people to have access to information, which will create opportunity for rapid development and consciousness towards societal matters form family level to national level.

 

a)   Memorial of chief Mkwawa in the History of liberation of Tanganyika.

Chief Mkwawa played a vital role before the German’s whereby he was not ready to see his land is colonized by the whites. He fought against them for 6 years from 1892-1898, whereby at the first rival of 1892-1989 he won the battle but on 1896-1898 after betrayal of some of neighbor local leader he was defeated hence committed suicide. For a long time the history has not appraised the role played by chief Mkwawa while the world history recognize him as the second rebel in the Africa after Toure. Hence the organization wants to launch a dialogue about a chief Mkwawa as the Grandfather of the nation on every year there shall be event programmed for the memorial of chief Mkwawa on July 19th is the Mkwawa day of death whereby the organization shall organize dialogue and debates of Mkwawa and on April second week there will be 4days of discussion on Mkwawa’s philosophy and his life toward liberation. The organization shall undertake such incidences with collaboration of other stakeholder such that the government German Embassy and other partners.

 

ENVIRONMENTAL CONSERVATION AND NATURAL RESOURCES MANAGEMENT

As it is prescribed in the organization constitution that the organization shall adhere to environmental conservation through mobilizing and organizing societies toward conserving environment with regard to Environmental Act and regulations, the organization on the 2013 is visioned for;-

Conserving Natural vegetation of Iringa

Iringa region naturally is covered with natural vegetations, this vegetation they are implanted naturally and there is a necessity in some area to make forestation. Natural vegetation are disappearing due to social and cultural interference towards environment such that Agriculture, settlement, burning charcoal and other there activities are not friend of environment hence they destruct the natural vegetation and there is necessities for effective and stern measures to be undertaken toward mitigation of such phenomenon for the betterment of livelihood of various kind of species in such environment. The organization intends to undertake and control one of mount of Iringa Municipal particularly of Gangilonga which has its own history and when preserved will have potential input to the society since it is for archeological purpose.

Kijani village

The idea itself advocate for establishment of Green village that would be friendly with environments, in Iringa region most of places have undergone deforestation hence the green vegetation is absent, thus there is highly Environmental changes including high rate of evaporation that encounter Ruaha river, Mtera dam as well. In community/ward schools there is worse environment associated with bare land that does not support learners to learn effectively due to inadequate supply of oxygen. Therefore the organization due to its strength and capacity will undertake the project of planting trees in Iringa village and its result would adhere to expansion of the coverage to Isimani and Kalenga, the organization want to see tremendous changes of environment worse to attractive and it will work with local beneficiaries in furnishing such implementations.

Walk n’ pick

This is the environmental project based on keeping the town clean by having one day walking and cleaning and collecting the litters and sorting out to the dumps. The project is vision for creating opportunities for society toward such activity of cleaning their environment hence being modeled with such habit which in turn would keep them safety from diseases hence being healthy.

ECONOMIC EMPOWERMENT TO INDIGENOUS SOCIETY:

The organization has duties for empowering people/society towards economy and its related matter such that alleviating them from poverty. With deep concern the organization will undertake the following activities;-

1.   Conducting training and workshop for entrepreneurship skills

The organization wants to develop entrepreneurship spirit for the youth so as to encounter various challenges that face them. Training will be focused for creating opportunities with innovative ideas, application of modern technology in business activities. The organization will conduct this training in various levels such that secondary schools, tertiary colleges, higher learning institution and at community level since opportunities are there but how to tackle them in problem. Majority being benefited with such training will be aware with what kind of entrepreneur to pursue.

2.   Mindset transformation toward self employments

The organization understands the existing problem of employment to the youth, whereby the graduates exceed the employment opportunities hence majority they remain unemployed. Most of students greatly they have ambition of being employed in formal sector, they think so due to the nature of education imparted on them.

The organization shall undertake stern measures toward mitigating such existing problem so as to rescue majority of youth from unemployment. The organization shall conduct seminars and outreach training and workshop for developing thinking ability of youth toward using their education on creating their employment opportunity through engaging in association, cooperation and investment on agriculture.

The organization undertakes such responsibilities so as to measure the production force on development scenario of the nation since youth are potential force toward realization of development. Being idle from unemployment may lead to increase of social evils and other habit that are unusual.

3.   Empowering cooperation and association

The organization has the responsibility of working together with other institution such that cooperative union and association whereby the overall goal is to empower them in management, technical, transparency and accountability. The organization will open a room for consultancy for the group of people who wishes to formulate and organize an association/cooperative union to get free access on how to structure and organize it. The organization shall enhance efficiency and effectiveness toward these groups.

4.   Access for land and food

The majority of Iringa residences depend on agriculture as their economic activity. Most grown crops are maize, beans, tomatoes, potatoes, yams e.t.c. they practice such activity for substance and in minor case for commercial. In agriculture sector there is necessity for transforming it from subsistence level to commercial level where farmers have to improve the living condition of the farmers. In undertaking agriculture land is the major means of production whereby majority of farmers they have no access of land legally hence this lead to poor performance in agriculture in order to improve agriculture farmers must have legal access of land hence to ensure food sustainability by doing so economic situation of farmers will be changed.

ENHANCING GENDER EQUALITY AND EQUITY

Perpetually the organization as it works with society at all then there is necessity for undertaking gender equity and equity as to maintain social relations. The organization for the year 2013 shall undertake the following activities in maintaining gender equality and equity;-

1.   Women leadership empowerment

Women play a vital role in social-economic development in rural areas; they work for a long time in farming and serving the family than the men. For a long time they have been neglected in the field of political arena especially in leadership. The thematic vision is undertaking such activities to build capacity for women to be able in competing in various positions rather than waiting for special seats only. For the year 2010-2015 women occupy 35.3% of the total member of the parliament whereby it is a small percent toward reaching 50% on 2015. For the year 2013 the organization is vision for undertaking such activity into consideration from grass root level to the regional level.

2.   Advocacy for gender discrimination

In society there are several misunderstanding and social interference which may be resulted due to several factors such that of gender. The organization in finishing its duties has responsibilities for making an advocacy on gender discrimination so as to avoid quarrels/conflicts/misunderstanding that may be aroused due to gender; with regard to the National constitutions all humans are equal without regard of gender. The organization shall advocate for gender discrimination by enhancing gender balances in socio-economic activities such that equal access of work, education and owning properties such as land.

 

3.   Promoting Education on Social relations, early marriages and early pregnancies

The organization is focused to undertake such programme and projects purposely for controlling youth engagement in those scenarios. The organization undertakes such entity for mitigating the existence of vulnerable groups, eradication of poverty and reduction of ignorance to the society. Being aware with reproductive health education will enable youth to undertake self control hence development being realized.

5.   IMPLEMENTATION OF 2013 PLANNING:

Effective implantation of the organization plans of 2013 hinges on its implementations. There are two prerequisite for effective implementation of the plan such that Accountability and Availability of resources. It is obvious that these forces cannot happen by themselves but have to be deliberately grown and natured.

Various programme and projects have to be developed aiming at attaining rapid transformation of the socio-economic structure and improving the quality of life of men and women of which sensitization of the society at large, for the purpose of realizing implementation if these projects accorded with highly priority. Along with this, various training programmes to build up capacities or skills for those responsible for implementation have to be prepared and engaged in implementation.

It is essential that, Directors of departments must have developmental mindset and be able to interpret those views in executing their daily duties. It is also essential for the Directors to have the capacity to build and support the existence of an effective administrative system that would effectively follow-up and manage the implementation process. This also requires availability of directors who’s continuously learns, listens, and who is tolerant to opposing views and opinions of various groups of society. In this regard for building capacities, it will be essential for implementers to be of the same mindset and vision as their leader.

7. MONITORING, EVALUATION AND REVIEW:

This framework is essential purpose for;-

a)   Ensuring that process of evaluation and monitoring is used to track down progress towards the implementation of the organization plan for 2013.

b)  Developing specific performance benchmarks and measurable outputs to assist in monitoring the process of implementing the 2013 plan

c)   Establish an efficient system of information and communication to facilitate timely monitoring and evaluation and ensuring synergy between various groups in the society.

8.0 CONCLUSION:

The organization plan of the year 2013 seeks to strengthen cohesion of all the people in the society, taking into consideration the current environment of economic, political and other relevant factors. The cohesion will be realized only when the implementation of the plan entails equal opportunities for participation of all the intended opportunities for participation of all the intended beneficiaries for the enjoyment of its achievements. Thus plan acquires a people centered approach and people driven character which is the main foundation for obtaining the people’s genuine commitment towards ensuring the realization of their goal.

TCDA ORGANIZATION IS LOOKING FOR ABROAD REPRESENTATIVES.

Tanganyika Centre for Development and Advocacy a non profit making, non partisan and non governmantal organization is looking abroad representatives from European Countries, Australia, and America. Those representatives will be entitled to organize various groups for volunteering activities in Tanzania with TCDA Organization as prescribed in volunteers page, also representatives will work for fundraising activities for village and community developments.

CRITERIA OF BEING TCDA REPRESENTATIVE.

Any one from mentioned environments can be representative of TCDA Organization based on the following criteria's

1. The one with a wide knowledge on community development and charitable activities.

2. Those working in organization or institutions of similar charitable purposes like of TCDA Organization.

3. The one comming from learning institution such as univerities or colleges.

4. Any one one wishing to be part or friend of TCDA Organization can be representative.

Any one wishing / with interests of being our represntative in mentioned areas have to write a Letter of Interests to the management team of organization expressing his interests with such position and how he/she can serve the organization.

TCDA ORGANIZATION TO SIDE WITH GOVERNMENT IN MEMORIAL OF CHIEF MKWAWA.

The management team of Tanganyika Centre for Development and Advocacy organization has decided to make partnership with government in conducting the memorial of Chief Mkwawa tha have been scheduled on July.

The organization will cooperate with Region Commissioners office under the Regional tourism committee, whereby the genuine reason for that is the memorial itself is for national identity hence various stakeholders have to be involved in such activities.

Both parties agreed to work together so as such memorial to be furnished in a great manner...........
