The experience describe in the strategic plan clearly indicate that existence of a democracy deficit can maintain poverty, and that economic growth as such is not enough to eliminate poverty. poverty reduction requires economic growth; however, effective democratic participation and democratic governance are more likely to lead to equitable growth.
Together; these aspects form a fundamental underlying principle in the decentralized and and reform process, focusing on the key issues of ( Redefining power relations, changing the roles and responsibility of stakeholders, changing attitude and behaviours towards a more participatory and democratic culture within local communities and Government. these will rise and give citizens and communities greater confidence and self-respects.
