Protecting Children

For more than three years (2008 – 2011), Help Children Organzation has been protecting children from abuse, neglect, exploitation, and violence in Morogoro Region. Our programs focus on the most vulnerable children while aiming for the safety and well-being of all children. Working with governments, international organizations, and local community partners, we strive to create lasting change with improvements in policy and services that protect children whether in a natural disaster, conflict, or development setting.

Some examples of our child protection program activities include creating Child Friendly Spaces in emergencies, reunifying separated and unaccompanied children with their families in emergencies, developing public awareness campaigns against child trafficking, piloting training programs for social workers to provide supportive care to families and children and advocating for more effective national protection policies and child welfare reform. An important part of all of Help Children Organization’s child protection work, however, is the participation and leadership of the children themselves. To this end, we actively support child clubs and other child-led activities that educate children on how to protect themselves, and empower them to call for action in their communities.

Protecting Children in Emergencies:

In addition to responding to children’s most basic needs during emergencies, Help Children Organization recognizes that all children are particularly vulnerable to a range of risks like separation from family, recruitment into armed forces, sexual exploitation and gender-based violence, physical harm, and psychosocial distress.

From the very start, we promote child protection in emergencies and engage with families, communities, donors and governments to ensure that the most vulnerable children do not get forgotten in the chaos. Since 2008 to date, Help Children Organization supported 168 children affected by conflict and natural disasters regionally.

Reunify Families
A key priority for Help Children Organization during an emergency is to reunify separated children with their families in the shortest time possible. After the flooding in Kilosa district 2009 we worked with the local government and other international organizations to help register unaccompanied and separated children and reunify them with their families. The specially trained case workers were also careful to support the children's

Provide Psychosocial Support
Emergencies can affect a child's feeling of security and hope. Help Children Organization`s psychosocial programs try to build on children's natural ability to recover from an emergency, and help caregivers cope during the difficult time and support their children. Help Children Trust in Morogoro Region is implementing child protection programs to benefit more than 25,000 vulnerable children and families affected by years of violence, sanctions, and conflict. We are planning to create more than 50 Child Friendly Spaces in both schools and community, where children and their families are free to talk to trained teachers, community members and staff about the issues affecting them. If some children are identified as needing more assistance, they are referred to specially trained caseworkers who carefully listen to the children and find the services to help them cope with their problems. Help Children Organization is committed to expanding its child protection activities so that all vulnerable children and families throughout Morogoro Region receive support and services.

Create Child Friendly Spaces
Child Friendly Spaces (CFS) are one of the Help Children Organization's most well-known activities to protect children during the first phase of an emergency or in areas of long-term crisis. These CFS can be constructed in any available space, such as under trees, in a tent, in a courtyard. With support from families and community members who volunteer to lead the activities, children have the opportunity to play, sing, and socialize with their peers — and to regain a sense of normalcy in difficult times. CFSs also help keep children safe during the day, and that allows parents to focus on finding support and services in the immediate aftermath of an emergency and gradually rebuild their lives.

Protecting Children from Exploitation:

Because child trafficking is lucrative and often linked with criminal activity and corruption, it is hard to estimate how many children suffer from it. However, trafficking and exploitation is an increasing risk to children around Morogoro region,Tanzania and all over the world. Often they are trafficked for commercial sexual exploitation, such as prostitution, or for labor such as domestic servitude, agricultural work, factory work or mining. According to findings made by Help Children Organization in 2009 There are 178,000 children engaged in child labor, with 96,000 of those children in hazardous work. Sometimes sold by a family member or an acquaintance, sometimes lured by false promises of education and a "better" life — the reality is that these trafficked and exploited children are held in slave-like conditions without enough food, shelter, or clothing and often severely abused and cut off from all contact with their families.

Launch Advocacy Campaigns:
To help protect children every year before and after Std 7 and Form Four Tanzania National Examinations, and raise community awareness of the dangers, Help Children Organization in Morogoro is planning to launch an advocacy campaign called "See Your Eyes" with radio and television programs, interviews, posters and postcards that will reach more than 356,540 people. Any Bongo super star will volunteer his/her own time to appear in several advertisements to highlight the problem of child trafficking. Help Children Organization hopes that this advocacy will help protect vulnerable children long before and after Std 7 and Form Four Tanzania National Examinations. This advocacy campaign will change community attitude of exploiting or abusing Children.

Support Public Policy and Training
One of the reasons that trafficking and exploitation of children flourish is because often there are not strong enough policies against it. Help Children Organization in Morogoro Region targets Morogoro Municipality, one of the most frequent areas for trafficking of children, and support the municipal council in drafting the ordinance to prevent trafficking and monitor its implementation. Awareness trainings are conducted in schools so children can learn how to keep safe and where to report if they see or know of suspicious activity. But trafficking knows no boundaries, and now the Mayor of Morogoro Municipal council is working with Help Children Trust to share his experience and replicate its success throughout Morogoro Region.

Use Research in Creative Ways to Protect Children.
Positive Deviance is an approach to change behaviors of families and communities that is well documented in improving health and nutrition of children. Help Children Organization uses this approach in two child protection programs — one to prevent trafficking in girls for commercial sex work in Morogoro Municipality, and the other to reintegrate street vulnerable girls and girl mothers into their communities in and out of the Morogoro boundaries.

Ensuring Children Have Quality Care:

Over three years, Help Children Organization has found that the best possible way to protect children from abuse, neglect, exploitation and violence is to keep them with their families and to help caregivers take care of them. In 6 districts of Morogoro Region we work in, families are under high stress from a variety of reasons such as poverty, disability, or illness, which often means children do not receive the love and care they deserve. Sometimes these vulnerable children are sent to orphanages or state institutions or adopted by good Samaritan families.

Ensuring Children Have Quality Care

Extreme poverty can often make it difficult to give children the nurturing they desperately need — especially those with disabilities or illness. Help Children Organization has found that the best way to protect children is to keep them with their families. And to help caregivers provide them with the right attention and services.

Sadly, many vulnerable children are abandoned at orphanages or state institutions. There are also over 2,000 orphans in Morogoro Region who have lost their mothers and fathers. Many orphans live in dire situations without trained caregivers and no opportunity to grow up in a family setting. Here are a few examples of Help Children Organization’s work in Morogoro Municipal Council supporting children with disabilities and other serious needs.

To provide Quality Non-formal Education.

To enable children with disabilities to participate in academic, cognitive and educational teaching programs that use appropriate tools and methodologies. That means, specially trained caregivers and professionals help teach kids in ways that work for their unique needs.

Working with the AmaniCenterfor Children with Disabilities, these disadvantaged Morogoro students have hopes to reach their full potential — even those with serious developmental disabilities.

Helping kids get into, and stay in, school — they also make sure boy and girls who can't attend regular classes are able to continue learning through quality non-formal education programs.

Support Community-Based Care Services.

Nearly 2,000 vulnerable boys and girls receive Help Children Organization’s support and referral services. Some of the children we reach have disabilities or live in orphanage institutions. Others are street children and grand children orphaned by HIV/AIDS.

Since families are a core part of a child's development, community-based social workers helped nearly 800 families with the resources and parenting skills to take care of their children.

Help Children Organization also fights for regional and national child welfare reform — aiming to help prevent the placement of boys and girls into government run facilities. Many children who had been confined to institutions will be reunited with their families.

Mainstream Children with Disabilities.

Children with disabilities are often stigmatized in their communities — heartbreakingly, sometimes even by their own families. Help Children Organization in Morogoro is working tirelessly on behalf of children with disabilities. Based on the success of a Help Children Organization`s pilot program and on-going advocacy, the government of Morogoro Municipal Council has championed inclusive education in 21 public schools.

Nearly 400 children with disabilities have now benefited from targeted mainstreaming that includes individual education plans and specially trained teachers.

ANOTHER MORE POINTS TO CONSIDER

Education

Education is vital to lasting positive change in children's lives. Yet for thousands of children and youth in Morogoro urban slams and poor rural communities, a quality education is beyond reach. Many other kids are not prepared when they start school and drop out in the early grades. Help Children Orgaization reaches the most marginalized children those who urgently need a better foundation for learning in Morogoro region.

In 2010, Help Children Organization reached more than 1,800 children in 6 districts of Morogoro Region (each district 300 children) with programs for early childhood and preschool learning, basic education and literacy and school health and nutrition. As a result, children come to school ready and healthy to lay the foundations of their education and with enthusiasm for learning.

Help Children Organization's education programs reach children at risk — girls, ethnic minorities, and children affected by rural poverty, HIV/ AIDS and conflict — from early childhood through young adulthood. We focus on communities in greatest need, design programs that make it easy to participate, even for children who work or have missed years of schooling, prepare toddlers for school, and make the lessons meaningful to children’s lives and local culture. What’s more, we are meeting the needs of children with disabilities who might otherwise never be able to go to school.

Girls and boys enrolled in education programs supported by Help Children Organization receive an quality education through outreach, teacher training, books and other learning materials. Time and again children in these programs score better on standardized tests than children enrolled in government schools.

Reading in Rural Morogoro.

Helping Children Organization (HCO) to Read and Succeed

Education is one of the most direct and viable pathways out of poverty; yet many of the 25 thousand poor children in Morogoro rural especially those living in the mountainous areas lack the literacy skills they need to be successful. Help Children Organization’s literacy program provides children in kindergarten through eighth grade with the opportunity to increase their reading achievement by supplying the tools they need to develop reading skills and the guidance and support they need to grow as readers. The hallmark of our literacy initiative is the Literacy Block, which consists of an hour of activities that support increased reading achievement including guided independent reading practice, fluency-building support and listening to books read aloud.

To provide additional reading support, staff members work with select groups of struggling readers during the school day to provide tutorials in phonics, sight word growth, and comprehension and vocabulary enhancement. Emergent reader activities are also available for children in kindergarten and first grade.

During the 2012-2013 school years, Help Children Organization will reach children in nearly 30 schools in 6 districts ( 5 schools each district) of Morogoro Region.

Girls Education

An Uneducated Girl is a Girl in Darkness

Two-thirds of the Morogoro region illiterate adults are women. Girls are more than 15,000 out of 25,000 vulnerable children who don't have a school to attend. Significantly more girls than boys enrolled in the first grade fail to complete the first cycle of primary school.

Social traditions and deep-rooted religious and cultural beliefs are most often the barriers to expanding girls' educational opportunities in Morogoro Rural areas.

Did you know that:

In Morogoro Rural areas girls are abducted for marriage, causing them to be reluctant to walk the far distances to get to school?
Throughout the Morogoro pastoralist and rural mountainous communities, a dowry system, often promoting that girls leave their studies, is still in place?
The AIDS crisis in both Morogoro Urban and Rural areas drives many young women, little more than children themselves, to become heads of families, become involved in child trafficking and drop out of school?
In pastoralist communities (Maasai) of Morogoro, girls and women from indigenous areas have little opportunity to learn to read and write?

Despite these conditions, there is much desire for change: Parents in even the poorest circumstances everywhere hope that their children will receive an education. Even though the barriers to education for girls in these communities are many, they are not insurmountable. This is why Help Children Organization works to reduce the obstacles to education for girls in Morogoro Region.

Understanding the barriers to girls' education in particular is key to launching our innovative approaches. Educating girls and women results in:

Healthier, better educated children and grandchildren;
Fewer maternal deaths and reductions in the under 5 mortality rate;
Delayed marriage and better parenting skills;
Improved literacy and numeracy skills leading to greater economic opportunities;
More skills and knowledge enhancing women's self esteem and the well being of families.

The Challenge

Without education children's futures are bleak. More than 2,000 children affected by family conflict are facing a future without education — without hope. During times of conflict, families split up and survival, not school, becomes the most urgent concern.

Children and young people not only face injury, but also face the prospect of being forced to become the human trafficking victims, street kids or sex slaves. They face new responsibilities such as earning a living or caring for siblings.

Conflict can destroy school buildings and supply systems for teaching materials. Teachers and administrators are often among the dead or displaced. Those children who have access to school often receive very poor quality education. Even when conflict had ended, their futures are damaged because of the learning time they've lost.

3. Healing and Education through the Arts

Help Children Organization's Healing and Education Through the Arts program uses the arts to promote children's development and well-being by providing them with a creative means of expression.

The program is targeted to children living in families affected by conflict, violence, HIV/AIDS and extreme poverty. Children, some so young they don't yet have the language skills, learn how to use the arts to give voice to their emotions about difficult events in their everyday lives. This is critical to helping children trust cope, and putting them on a path to reach their full potential in life.

By working with local government leaders form Village/Mtaa ,Ward to District levels Help Children Organization seeks to integrate this program into its emergency response work, as well as its education and early childhood development programs so that the programs can continue for years to come.

Help Children Organization`s Programs Results.

A total of 1900 out of 2,000 children showed major improvement after participating in our literacy program.
The percentage of children in our programs reading at or above grade level nearly doubled from the start of the school year to the end.
On the final tests, children in our early childhood education program scored right in line with the regional average, despite risk factors, and scored higher than children from the families with no conflicts.

Future plan

1. Training to carry out visual art activities:

Psychologists, social workers and school counselors from NGOs working with children will be trained by Help Children Organization to carry out visual art activities for children in families affected by conflict. The program will engage mothers, too, so that children can continue their art activities at home with their family.

2. Break the cycle of poverty

One in fifteen children lives in poverty in Both Morogoro Urban and Rural areas. We can improve their lives and break the cycle of poverty by ensuring children have the resources they need — like access to a quality education, healthy foods and opportunities to grow and develop in a safe environment.

Health and Nutrition

Help Children Organization’s health and nutrition programs seek to facilitate and promote sustained improvements in the health and nutritional status of women and children, with special attention given to the needs of poor and marginalized populations.

Help Children Organization works to ensure that children, their mothers and other caregivers have access to and use key health and nutrition services, and adopt healthy behaviors, in both development and emergency situations. We use evidence-based interventions to address the major causes of illness, death and malnutrition, and continue to develop innovative strategies to deliver these services most effectively to as many people as possible, especially in resource-poor and emergency situations. Local regional and national advocacy and partnerships are key to informing and influencing policies and programs, and for increasing funding to serve more children. We focus our efforts on maternal and newborn health and nutrition, child health and nutrition, adolescent health, school health and nutrition, emergency health and nutrition and HIV/AIDS. Fighting HIV/AIDS in Partnership with Communities.

Save the Children envisions a world where children and families can live free of HIV infection and in which families that are affected by HIV/AIDS can live positively and productively without stigma and discrimination.

Drawing on our experience, Help Children Organization continually supports hundreds of thousands of children affected by HIV/AIDS. Help Children Organzation takes on a comprehensive approach in addressing HIV/AIDS for children, spanning from prevention to care and mitigation with a focus on orphans and vulnerable children; youth at risk; and Pediatric AIDS.

Working with families, community groups, local governments and nongovernmental organizations, Help Children Organization strengthens local capacities to protect vulnerable children, prevent the spread of HIV, and care for community members infected with HIV/AIDS. In order to ensure a comprehensive and sustainable response to the epidemic as well as mitigate stigma and discrimination, Help Children Organization integrates HIV throughout various sector programs in education, health, food security, and economic opportunities.

Orphans and Vulnerable Children.

Help Children Organization provides comprehensive care and support for orphans and vulnerable children (OVC) through six districts of Morogoro Region . Help Children Organization's programs respond to the needs of children affected by AIDS through a comprehensive, multi-sectoral approach: building community capacity to provide basic safety and protection, psychosocial support, food security, economic strengthening, and access to basic health and education services. Our programs are tailored to meet the age-specific needs of the child affected by AIDS, and use whole child programming and family-centered approaches to ensure comprehensive needs are met and appropriate linkages to services and care are made.

Youth at Risk.

Help Children Organization addresses the prevention of HIV among youth through programming in six districts of Morogoro region namely:- Kilosa, Mvomero , Mrorogoro Rural, Kilombero,Ulanga and Morogoro Municipal Council. Our youth prevention approach is based on an understanding of local epidemics and the factors increasing vulnerability and driving the spread of the disease. In concentrated epidemics (primarily Morogoro Municipal Council), our work focuses on young people at greatest risk based on geographic, demographic and behavioral considerations. In high prevalence settings, we target all youth, with particular attention to older orphans and vulnerable children. Help Children Organization is working to expand access to quality information and services, establish peer support networks, and ensure that services are youth friendly so young people can make healthy decisions and adopt protective practices. Mobilizing peers and influential adults such as grand parents, parents, teachers, traditional and religious leaders, Help Children Organization is able to work with young people and their communities to increase knowledge and information, create livelihood opportunities, increase healthy behaviors, and reduce vulnerability.

Pediatric AIDS and Mother-to Child Transmission

Help Children Organization addresses mother-to-child transmission of pediatric infection through a continuum that includes prevention of mother to child transmission (PMTCT) and the identification and care of children known to be HIV positive. Through our programs, we address gender and stigma barriers to testing among women, improve case follow-up for HIV-exposed newborns, and enhance support for HIV-positive mothers. For HIV-infected children born to parents who do not know their status, we focus on developing interventions for earlier case finding through community health, nutrition and OVC programming. We are also testing new approaches to address nutritional needs of HIV positive children. Help Children Organization plans to build an evidence base for community based prevention of mother to child transmission.

Livelihoods

Help Children Organization is Transforming the lives of vulnerable families in Morogoro region so their children are safe, have access to healthcare, receive an education, are well-nourished and grow up to reach their full potential — the elements of life every child deserves — remains the cornerstone of Help Children Organization’s Livelihoods initiative.

With several programs under specific areas of direct need, Help Children Organization is helping the formerly economically and socially disenfranchised families of children gain self-sufficiency and progress to a better future.

Asset Recovery and Protection

In emergencies, Help Children Organization provides resources and support for early livelihoods recovery. Our programs enable households to meet immediate survival needs and recover assets. We also supply:

Access to provisions, such as cash or food.
Community-based disaster risk-reduction strategies
Access to safe savings systems and affordable insurance products
Provide inputs to initiate viable income generating activities (IGA) suitable to their environment and train them (and their dependents) in relevant skills to effectively operate these activities. Inputs include goats,chickens,and crops for vegetable gardens – or a combination of these depending on need. Crops will need to be high value but not labour intensive. This will contribute to increased self sufficiency within the communities.

Income Asset and Growth: Livelihoods assists indigent families in developing strategies to grow income and assets, helping to strengthen their resiliency to distress.

A livelihood assists indigent families in developing strategies to grow income and assets, helping to strengthen their resiliency to distress. We assist in improving access to financial services, growing market opportunities, and promoting key production practices. Advancements in farming systems reduce periods of hunger between harvests, supply more nutritional foods for children, and boost incomes through crop sales.

Through the support of Livelihoods, microenterprise groups help members gain better access to markets. The groups enable subsistence farmer households to sell their produce in bulk, achieving higher prices than if sold individually.

Help Children Organization plans to establish Village Savings and Loan (VSL) groups, which increase access to savings and credit services for small business entrepreneurs. Help Children Organization also helps farmers there identify market opportunities, select best crops to grow, diversify production and negotiate better prices by selling in volume.

HCO Livelihoods supports intensified crop management practices, resulting in significant increases in production and a shortening of the “hungry season.” Agricultural extension and field-based research activities include disease resistant cassava replication, distribution and sale; crop diversification; soil conservation; and expanding market opportunities.

Help Children Organization implements several youth focused programs that have demonstrated that early introduction of skills and training in cash management and savings practices lead to more positive long-term financial habits and improved future prospects, especially for girls.

Youth-run Village Savings and Loan groups if established will help hundreds of young people, boys and girls, to save money, establish small businesses and improve their financial literacy.

Strengthening Girls’ Voices in Morogoro.

The impact of savings and financial competency on the livelihoods of girls and their families is part of a broader program being researched by Help Children Organization . The project will provide a number of services aimed at promoting health, safety and economic security of adolescent girls in Morogoro. Savings groups will enable girls to pay for school and health expenses, and provide a solid foundation in financial literacy.

Livelihoods Innovations: Aside from emergencies, our continuing challenge remains the improvement of families’ long-term financial security by introducing new activities and strategies as well as expanding proven interventions, to make a positive impact on children of low-income households.

To this end, Help Children Organization partners with specialized technical providers and research institutions to design and pilot new methodologies and to closely monitor their impact on improving conditions for poor families. Through testing and documentation of innovative approaches, we are better able to implement programs and help families protect and grow their income and assets. In addition, measuring the results of new interventions enables us to evaluate their potential for implementation at scale.

Savings Products for Youth

Savings products enable young people to build up resources for their future and acquire positive life-long attitudes and financial habits. Accumulated savings allows young people to pay educational fees, obtain access to health care services or start and run income-earning activities. However, effective savings products for poor and/or vulnerable youth are virtually nonexistent in Morogoro Rural Areas. Help Children Organization has teamed up the district Councils to design, implement and test personal savings products in four Wards of Mji Mpya ,Kingo ,Bigwa and Kingolwira and document their impact on financial institutions and their young clients. Currently in its start-up phase, this program is focusing on project and research design, and plans for implementation of the multi-regional pilot. We expect that this initiative will significantly advance the development community’s thinking on how to help young people build the basis for their economic future.

Micro Health Insurance.

Each year, more than 175,000 people regionally suffer financial catastrophe because of the cost of health care. In the rural poorest districts , less than 30 percent of the population has access to health insurance. For thousands of families, a single illness can deplete their assets and push them further into a cycle of poverty from which they may never recover. In many areas of Morogoro Region where Help Children Organization works – may be forced to skip meals or pull their children from school in order to cover medical expenses, while others may choose not to access needed care for fear of putting their families further at risk. As a model for providing health insurance to poor families, Help Children Organization is leading a regional effort to provide affordable, community-designed health insurance (Community Health Fund Contribution – CHF). Communities are able to select their preferred health insurance benefit package according to their needs and ability and willingness to pay. The implementation phase of this pilot program is expected to insure approximately 6,000 people in all six districts and will include a rigorous assessment of the program’s impact on children. It will also assess prospects to reach up to ten thousand more families.

Improving Health and Nutrition in Pastoralist Communities.

Although livestock interventions are currently used to improve animal milk supply, efforts to increase children’s milk consumption and improved nutritional outcomes are scarce. In order to explore and build the evidence base for interventions that benefit pastoralist children’s well-being, Help Children Organization in Morogoro , has created Milk day. Milk day seeks to improve the nutritional status of pastoral children through increased access to an adequate supply of milk. Having completed Phase I of the project, we plan under Phase II to test livelihood interventions for improving children’s resilience to drought and malnutrition in pastoralist regions. Intervention will include veterinary packages that improve goat health and nutrition, and livestock redistribution or restocking.

Another key objective is to contribute to national policy guidance on pastoralist nutrition. Help Children Organization anticipates that this program will improve conditions for pastoralists’ families and provide invaluable data for interventions in other regions that face similar challenges in food security.

Campaigns to Help Children in Need

Help Children Organization ’s mission is to inspire breakthroughs in the way the community treats children and to achieve immediate and lasting change in their lives. In addition to responding to emergencies and disasters, the organization aims to effect long-term, sustainable development in some of the poorest and most conflict-ridden communities in Morogoro. The following two campaigns highlight Help Children Organization’s pioneering work in these fields.

Every four seconds a child survives thanks to the basic healthcare provided by local health workers. Front line local health workers and help children Organization all over the region survive threats like newborn complications, pneumonia, diarrhea, malaria and malnutrition. one child dies every three seconds largely from preventable and treatable causes due to the lack of basic health care.

Help Children Organization, Morogoro Elderly People`s Organization (MOREPEO) and the District Councils teamed up in 2010 to mobilize Morogoro Municipal Council to help local health workers across all 29 Wards to save more children. We are planning to launch a new interactive web site for our supporters to learn more about child survival, the role of the local health worker and ways to help. The new site features videos, blog posts and our documentary will show how health workers travel in their communities, their village routes, and the children and families they help.

Help local health workers bring the good to the children who need it most.

Of the children under the age of 5 who die each year, almost 2/3 could be saved with the simple low-cost interventions delivered by health workers in clinics and in their communities. With attention from our region governments and donor nations, we can help them bring lifesaving care to more hard-to-reach communities and make the survival of children a reality Regionally and Nationally.

Helping Children to access Education.

Schools are vital in protecting children and supporting their emotional and social development by giving them comfort, security and opportunity. The routine of school develops a sense of normality and the environment is one in which children are allowed to be children.
