OUR CORE ACTIVITIES:

1.Out-of-school youths and young adults training.

This is a program which we started to implement on 18th January 2005.In 2002 and 2003 the organisation had an office in Mbeya region.It happened that in this period we were receiving some employees from public and private sector majority being Nurses,Medical assistants and Technicians who had the relevant skills with no secondary education asking on how we can help them"as promoters of education"to acquire the secondary education which they missed at their formal ages.They were claiming that lacking secondary education was a barriers to their ambitions of developing their careers.We accepted it as a need of which we developed a teaching plan that would enable them to learn without disturbing their equilibrium potentials provided some of them were working under shifts and others their working subjected them to travelling.In 2005 we started to implement the Program which we known as Training on T.O.A/RoHoSD Program.In this program we had evening full time class and class on appointment.But one year after starting the program we started to receive youths from communities who were school drop out majority being due to early pregnancies and stopage of secondary school attendance due to poverty (orphanage and failure to pay fees).From there we saw a need of establishing morning and aftternoon classes for youth school drop out.

IMPACT:

Since when we started the program,there are many individuals who had lost hope to acquire secondary education who sat for secondary education examination and are in higher learning institions,others testify that the training has bolded their career statuses.In 2006,2007,2008 for instance 28,27 and 8 respectively youths and young elders who had lost hope to acquire secondary education,attained it.

The major challenge we have been facing is receiving a number of youths from poor families who are not able to pay the required fee.Our receipients are in three groups.There are employees and unemployed who can afford the fee.There are those youth who can manage a part of fees and there are those who cannot afford to pay even a small amount of fees.The number of youths who we train free of charge is determined by the number of those who can afford to pay for the set fee.However,since the operation costs are higher as compared to revenue,the members of the organisation are obliged to volunteer for teaching and sometimes we fail to pay for class rent.

The photo above:The students of out-of -school training program at a study tour at Bagamoyo museums.Appearing facing the viewers is a young boy called Justine Antony.He is among the fruits of this program after he had lost hope of attaining secondary education after he was expelled from school after boycotting when he was in Form two.He met with PELO's Director in 2005 in Dar Es Salaam.At that time he was a potter at Kisutu market for his daily bread.PELO's Director decided to take him to join with a program.In 2006 Justine Antony sat for secondary education examination and got good results which motivated him to study for advanced level and in 2008 he sat for advanced level secondary education and got the principal passes that allowed him to join with Teachers college.In july 2009 he joined with Kasulu Teachers College for diploma in education.He soon will join with teaching field as a teacher to contribute on reduction of shortage of secondary school teachers.

We plan in january 2011 to enrol school drop-out from poor families

 

2.Educational and policy publications

PELO receives and disseminates the free copies of publications from various organisation.Since 2005 it has been receiving and distributing to the public the publications from Hakielimu,Tanzania Education Network and Policy Forum.But also in 2007 the organisation started to publish and distribute the road safety booklet whereby until december 2010 we distributed 23,000 copies.

3.Networking and Public Policies

PELO is affiliate member of Tanzania Education Network (www.tenmet.org) and Policy Forum (www.policyforum.or.tz). These are national umbrella organizations that are active on key policy issues. Through these memberships, PELO is doing the following:

(i)                 Attending the monthly policy debates that are organized by these organizations.

(ii)               Distributing to its stakeholders and citizens, the publications of these organizations and its peer organisations.

(iii)             PELO is a national coalition member of Global Campaign for Education (GCE), the coalition that is lead by Tanzania Education Network. The organization has been active on organizing Global Week of Action

(iv)  PELO is a member of Tanzania Library Service Board (TLSB).

At district level PELO is participated effectively of founding the district networks in districts where it have branches.In Songea district PELO is a founder member of Songea Network of Non-Government Organisations (SONNGO).In Bukombe district,PELO is a founder member of Bukombe Non-Government Organisations Network (BUNGONET).

 IMPACT:

Contribution of the attainment of the Strategic Plans of the above mentioned network organizations of which PELO is affiliated.

OUR FUTURE PLAN:

1.Following the experience that we recently learnt from the civil societies in Ileje district of Mbeya region of establishing a team for Social Accountability Monitoring (SAM), we are planning to mobilize politicians and community based organizations in Ilala district to establish a team for Social Acountability Monitoring on educational Projects

2.Mobilizing CSOs working in Ilala on education sector for establishing Ilala CSOs Education Network.I take this apportunity to invite the ideal CSOs which pass through this noticeboard and induced by our idea,to contact us for the process.

1.Out ya shule vijana na vijana mafunzo.

Huu ni mpango ambao sisi ilianza kutekeleza juu ya Januari 18 2005.In 2,002 na 2,003 na shirika alikuwa na ofisi katika region.It Mbeya ilitokea kwamba katika kipindi hiki sisi kupokea kutoka kwa baadhi ya wafanyakazi wengi wa umma na sekta binafsi kuwa Wauguzi, wasaidizi wa Afya na mafundi ambao walikuwa na ujuzi husika na hakuna elimu ya sekondari kuuliza juu ya jinsi ya kuwasaidia "kama promoters wa elimu" kwa kupata ya elimu ya sekondari ambayo wao missed saa ages.They zao rasmi walikuwa wakidai kwamba kukosa elimu ya sekondari ya vikwazo na matarajio yao ya zinazoendelea careers.We yao kukubaliwa kuwa ni haja na sisi maendeleo ya mpango wa mafundisho ambayo kuwawezesha kujifunza bila kuvuruga uwezo wao Msawazo zinazotolewa na baadhi ya watu waliokuwa wakifanya kazi chini ya mabadiliko na wengine wao wa kazi yatakubali yao travelling.In 2005 tulianza utekelezaji wa Programu ambayo sisi jina kama Mafunzo ya Uchaguzi (toa) Program.In programu hii tulikuwa na jioni muda kamili ya darasa na darasa juu ya appointment.But mwaka mmoja baada ya kuanza kwa mpango sisi kuanza kupokea vijana kutoka jamii ambao walikuwa wengi kuacha shule kuwa kutokana na mimba za mapema na stopage ya mahudhurio ya shule za sekondari kutokana na umaskini (yatima na kushindwa kulipa ada) Kutoka hapo tuliona haja ya kuanzisha madarasa ya asubuhi na aftternoon kwa vijana kuacha shule nje..

Tangu wakati sisi kuanza mpango, kuna watu wengi ambao walikuwa wamepoteza matumaini ya kupata elimu ya sekondari ambaye amekaa kwa ajili ya uchunguzi wa elimu ya sekondari na elimu ya juu katika institions, wengine kushuhudia kuwa mafunzo hayo bolded kazi zao statuses.In 2006,2007,2008 kwa mfano 28,27 na 8 mtiririko vijana na wazee vijana ambao walikuwa wamepoteza matumaini ya kupata elimu ya sekondari, yaliyopatikana yake.

Changamoto kubwa tumekuwa yanayowakabili ni kupokea idadi kubwa ya vijana kutoka familia maskini ambao hawana uwezo wa kulipa required fee.Our receipients ni katika groups.There tatu ni wafanyakazi na ajira ambao wanaweza kumudu fee.There ni wale vijana ambao wanaweza kusimamia sehemu ya ada na kuna wale ambao hawana uwezo wa kulipa hata kiasi kidogo cha idadi ya vijana fees.The ambao tuna treni ya malipo imedhamiria kwa idadi ya wale ambao wanaweza kumudu kulipia fee.However ya kuweka, tangu gharama za uendeshaji ni kubwa ikilinganishwa na mapato, wanachama wa shirika ni wajibu wa kujitolea kwa ajili ya kufundisha na wakati mwingine sisi kushindwa kulipa kodi ya darasa.

Julai mwaka 2009, alijiunga na Chuo cha Ualimu Kasulu kwa ajili ya diploma katika education.He watakuja kujiunga na mafundisho ya shamba kama mwalimu na kuchangia katika kupunguza uhaba wa walimu wa shule za sekondari.

2.Educational na machapisho ya sera

PELO kupokea na kusambaza bure nakala za machapisho kutoka organisation.Since mbalimbali 2,005 imekuwa kupokea na kusambaza kwa wananchi kwa machapisho kutoka HakiElimu, Mtandao wa Elimu Tanzania na Sera ya Forum.But pia katika 2007 shirika ya kuanza kuchapisha na kusambaza usalama barabarani hiki ambapo hadi Desemba 2010 sisi kusambazwa nakala 23,000.
