The concept of a network of Child Abuse and Neglect was initially envisioned at a meeting of the International Society for the Prevention of Child Abuse and Neglect (ISPCAN) held in Amsterdam in April 1981. The organizations which were involved in the initiation include: IPSCAN, World Health Organization (WHO), United Nations Children’s Fund (UNICEF) and the Defense for Children International (DCI).

The main concern of ANPPCAN is the status of children especially those in need of protection from various forms of maltreatment. It aims at meeting the protection needs of all children, but particularly those whose rights are likely to be violated. It is generally committed to addressing the problem of child abuse and the promotion of children’s rights.
