Networking and Fundraising Tips for CBOs and NGOs

What makes your Organization a credible NGO? One that's worth funding, respected by the general public and recognized by the government? Here are a few things you may already know, but take for granted, or maybe you just keep putting them off for another day.

In Tanzania, the work of NGOs is coordinated and monitored under the Ministry of Community Development, Gender and Children which is found in Kivukoni. This is also where you can register your NGO, for free, and get a certificate to carry out your work as a charity. The Umbrella body that oversees and coordinates NGOs in Tanzania is called the National Non-Governmental Organizations Council (NACONGO) and has been operative for 8years. Are you a member? Have you ever been in touch with them? The principles of regulation and coordination of NGOs by the Government of Tanzania is covered in the NGO Act, 2002.

In Rwanda the registration of NGO's is under theRwanda Governance Board (RGB). Their websitewww.rgb.rw contains a list of the various requirements that an NGO needs to be registered in Rwanda. Among the requirements areDocumentsshowing the Organizations head office and its full address and anAction Plan for thefiscal year.

According to a research carried out by REPOA (Special Paper 07.21), about 60% of funding for NGOs in Tanzania comes from foreign donors and international NGOs. Funding is one of the most important and sometimes stressful aspects of the work of NGOs. Learning effective fundraising mechanisms is very important for NGO's.

The default position that many NGOs take is to find the contacts of potential funders and write long proposals about their desperate needs for funding. This route is not always successful and can even make your NGO lose credibility or even make the members of the NGO lose confidence in their goal, because of all the rejection.

NGOs should understand and be aware that organizations that fund want to know that a CBO or NGO is credible before they will even reply to their funding request.

One way to build credibility is through networking. Establish both formal and informal relationships with local NGOs and representatives of international NGOs, local government representatives etc. Building good relations with such actors will give your NGO credibility when potential donors ask about the work of your NGO. Also if any funding or opportunities arise, these actors will remember your NGO and most likelyrefer your NGO immediately.

The purpose of networking is not to ask for funds directly, but instead to establish your NGOs reputation for serving the community with excellence. The purpose of networking is to create a network of organizations and people who will verify to others that your NGO is legitimate and worth supporting.

Another tactic to effectively network, is being part of formal or informal networks or associations of NGOs within your region or country. Associations or networks of NGOs are like NACNGO, Tango, FCS, Envaya, etc. If you are not part of any NGO network, then you are missing out on possible opportunities.

Your online presence is beyond essential. Imagine, you have sent your proposal to a potential donor and they decide to google the name of your NGO and nothing turns up! Or they see your NGO website but it has no current updates, no projects or pictures or recent discussions. What do you expect them to do? Does it look credible on your part? Obviously not. Your Website is like the face of your NGO representing all that you stand for and what you represent in your community. Envaya has provided you with free web space use it. Dont take it for granted. Constantly update your projects and plans, contact details and let them be known to the world.

Lastly, instead of waiting on external funding, NGO's can take it into their own hands to fund-raise for a cause or a particular project. Fundraising can take on many different faces; from selling of old books and clothes to creating events that people can attend. One of the most recent events in Dar es Salaam, was the charity football competition between bongo movie starts versus bongo flavor stars. This apparently raised about 100M for a charity they were supporting.

Now, you do not need movie stars for your projects. You can easily create events within your neighborhood or drama skits that you can invite your ward to watch and contribute to your cause. Fund raising requires initiative and creativity. Find out what people enjoy, is it sport events? Then set up a tent with a TV that people can pay 500tsh to watch football. Is it possible to organize an event for young people with music and games for a small charge? Then do it.

A recent fundraising example from Rwanda is the Kigali Institute of Science and Techonology (KIST) Students Community. These students carried out a music Concert, using their skills and talentsto help raise funds to build safe girl hostels toaccommodateand encourage more female students in the Technology Institute.The fundraising concert was attended by invitedguests, students and Rwanda musicians and celebrities. The concert raised about 821,000Rwandan Francs or 2 MillionTanzanianshillings. The simple concert was headed by the students themselves. It is possible for NGO's to self fund themselves at times instead of always waiting for a grant. In fact, it makes your NGO look more credible because it shows you are passionate about serving the community and not simply receiving donor funds.

Of course fundraising is an issue to many of the CBOs and NGOs in Tanzania.We PELO (Promotion of Education Link Organization) have an initiative of availing our expertise to raise funds through providing capacity building training to individuals,groups and other NGOs.We have been providing training to those who did not get secondary education to due to various reasons but already having other skills but still in need of getting secondary education.We do it by establishing the secondary education units.We established a secondary education unit in Dar es salaam in January 18,2005 and now we have in this December 2012 established a secondary education unit in Mwanza where will have some classes for school dropout due to pregnancies too.On implementing this initiative we get two groups of individuals.There are those who can afford to pay for the training fee but there are those who can not afford to pay fees.For those who can not afford we have established a STUDENT SPONSORSHIP PROGRAM whereby we are asking various donors/funding agencies to support us.In Mwanza of within week of identifying schooldropouts due to pregnancies who are in need of getting support through this student sponsorship program have amounted to 120 girls just in Nyamagana district.
However for those CBOs and NGOs that need to strenghen their statuses of getting funding from donors,we want to share with them the key skills we have.We have a skill of facilitating the strategic planning process for the organization to have a strategic plan.But also the Director of PELO have recentry got TOT (Training of Trainers) on developing a fundraising strategy.To have a strategic plan is a very first thing that a funder wishes to see when he/she has decided to partner wit an organization.And there are some other funders who reject their decisions of partnering with an organization after finding that it has no strategic plan.How do you relax with your organization while it has no strategic plan and yet you hope to get larger gifts?Ourselves we were asking ourselves for many days on how we can attract more donors.But we realized that we can not think of getting strategic funders while we dont have a strategic plan.And then we took a step.

1.a).KEY OBSTACLES TO CHILDREN LEARNING WELL AT SCHOOL THAT OBSERVED.
1:1. Non conducive teaching and learning environment which caused by the area where the school is situated either along the local industries, public markets, bus stand, near the road where noise pollution is dominant.
1:2. Frequent use of mother tongue (L.1) children have got no enough time to practice medium of instruction and Classroom language.
1:3. Lack of teaching and learning materials due to poor provision of teaching and learning materials from parents specifically uniforms, exercise books, school bags, ball pen, ruler and geometry from the parents because of extreme poverty and death of parents.
1:4. Marginalized areas of some primary schools where not easily reachable by educational social services.
1:5. Frequent change of curriculum and syllabus by the Ministry of Education and Vocational Training while teachers are not attend seminars due to those changes.
1:6. Large number of the children in the classroom and the teacher failed to manage the class and failed to provide enough classroom and home work activities also poor marking to a few work provided.
1:7. Lack of teachers especially to marginalized primary schools.
1:8. Pastoralist families that practice nomadic system of life like Wasukuma, Masi, and Berbeig who are living in Iramba District, they tend to shift from one place to another place fetching for pastures hence children failed to attend school well.
1:9. Poor attendance to school may be due to negligence especially those they have.
1:10. Domestic servant and child labor due to lack of teaching and learning materials.
1:11. Sells and abduction of children especially girls.
1:12. Corpol punishment to children results into poor attendance.
1:13. Gender gap especially girls are not completed the circle of primary school level because they regarded them as weak to some society like Wasukuma.
1:14 Poor infrastructure at some schools (miundo mbinu hafifu kwa baadhi ya shule)
or any work according to our Constitution that enclosed with this request .

REPORT OF THE USE OF SOLAR STOVE.
1. BACKGROUND INFORMATION OF THE ORGANIZATION.
i. ORGANIZATION’S FOUNDING HISTORY.
Central zone of Tanzania plateau area of Singida and Dodoma Regions which have depended on subsistence Agriculture for its survival for centauries. Due to global warming and environmental changes, the area is experiencing frequent devastating draught and crop failures. Wide spread food shortages and starvation are occurring with greater frequency in the area of central Tanzania.
Education and development of markets for cottage industries production can provide the means for many people to earn cash. With a few cash, families can purchase food from outside the regions. Without cash there is no food and the very young and the very old suffer most, people dies! Of Malnutrition, communicable diseases, HIV/AIDS and other serious tropical diseases hence loss of community man power especially to the very young people. Many places in Central zone of Tanzania children abscond to attend school due to several factors including lack of uniforms, exercise books, school bags, ruler ball pens and school contributions and those who attend school are not learning as well as concerned, this is evidenced that many children are leaving school with low level of reading, writing, and arithmetic skills.
Due to that circumstances, in 2003 the community in collaboration with the founder of the Organization of Tumaini Group Kirumi Tanzania, in the same voice we declared to Establish Non- Governmental Organization that we named TUMAINI GROUP KIRUMI TANZANIA so that to have a strong and sustainable tool for easing the pain of the suffering of the poor and disadvantaged population in the United Republic of Tanzania (Mainland). And to fight against Ignorance, Poverty and Diseases that hinder social, cultural and Economic development also to ensure for education especially primary school children to fulfill the promise of a better future, greater effort must be placed by Tumaini Group Kirumi Tanzania on improving quality of learning by using innovative strategies to improve reading, writing, and arithmetic skills for primary school children to the place where the program is taking place, also to support the National efforts of reducing long-term vulnerability to Tanzanian’s citizens.

ii. VISION AND MISSION.
a). VISION:-
Have a high level and sustainable development and to make sure that most vulnerable population within the grassroots level reaches their full potential.

b). MISSION:-
To support the delivery of social services through networking, advocacy, lobbying, and capacity building in a manner that, Tumaini Group Kirumi Tanzania will be responsible and committed in ensuring transparency, accountability, quality, equity, availability, by all men and women who living in the circumstances of social and economic disadvantaged in the grassroots level.

2. FIELD OF INTEREST:-
a). To develop and support program that create significant positive changes for children’s birth up to the age of eight years who are growing up and affected by; Malnutrition, HIV/AIDS, Malaria and other serious tropical diseases.

b). To promote and support income generating activities/program to caregivers by establishing Agricultural and livestock groups, gardening, carpentry and other works that related to income generating activities.

c). To ensure all Orphans and vulnerable children receive full potential especially primary school children to fulfill the promise of a better future and to eliminate Gender disparity.

d). Program that support the marginalized population.

e).To support program that lead to community development in rural areas such as Education, Health (reduction of child mortality, improve maternal health and combat HIV/AIDS, malaria and other serious tropical diseases), water, Agriculture and livestock keeping.

f). To promote and support different program that lead to capacity building to the society in different skills and experience so as to fight against ignorance, poverty and diseases.

g). To promote projects that aimed to reduce extreme poverty and hunger in the society and to empower community members on food security at house hold levels in the grassroots.

h). To support programs focus to Association of People Living With HIV/AIDS so that the courageous men and women who is openly declared their status can educate themselves and share information with their broader community on prevention, treatment, care and the elimination of stigma amongst.

i). Encouraging the observance of human rights, eliminate gender gape and encouraging good governance at large.

j). To establish Development Education Centers and Community Response Program in collaboration with CSOs.

k). To promote and support villages, groups, CSOS and schools on practices of conservation of Natural Resources and environment and to facilitate a forestation in affected area in Tanzania.

i). To fight against women circumcision, Male chauvinism as an immoral culture and to promote moral culture to discriminated community.

3. IMPLEMENTATION OF THE PROJECT THROUGH PARTINERSHIP WITH CHILDREACH INTERNATIONAL TANZANIA.
To promote and support on practices of conservation of Natural Resources and environment and to facilitate a forestation in affected area in Centrol Singida Region in collaboration with villages, groups, CSOS and schools.

4. PROJECT DESCRIPTION.
We received two Solar stoves early in October,thereafter we conducted short seminar on the use of Solar Stove at October 13, 2012, the seminar ware included member of Tumaini Group Kirumi Tanzania, FBOs and CBOs. Together we made declaration to start practice on October 15, 2012 up to November 15, 2012 then the report should be written to CHILDREACH INTERNATIONAL TANZANIA.
5. PRACTICAL COMPETENCE ON THE USE OF SOLAR STOVE.

6. CHALLENGES OBSERVED.
• Unavailability of pot with a black/dack base in our environment.
• Positive respond of the community through CSOs (FBO and CBOs) for the use of solar stove ,hence appreciated the use of solar stove in the concervation of the environment.
• Positive respond of local Government Leaders during the practical use of solar stove,they insisted immediately use of solar stove by the whole community in order to conserve the forrest .

A. UTANGULIZI
Jiko sanifu linalotumia mwanga wa jua ni jiko lililotengenezwa kwa ustadi wa hali juu kwa kutumia malighafi imara na inayodumu kwa muda mrefu. Jiko hili halina gharama yoyote zaidi ya upatikanaji wa mwanga wa jua tu. Hivyo ni jiko linaweza kutumika mahali popote na ni rahisi kuhamishika.
B. FAIDA ZA JIKO SANIFU LINALOTUMIA MWANGA WA JUA (Solar Stove)
Ziko faida nyingi zinazotokana na matumizi ya jiko sanifu linalotumia mwanga wa jua (Solar stove) kama ifuatavyo:
i). KIMAZINGIRA:
1. Linapunguza uzalishaji wa hewa ya ukaa (Carbon dioxide gas) inayoharibu utando katika anga.
2. linapunguza ukataji wa miti hovyo ambao ni uharibifu wa mazingira kutokana na matunizi ya kuni na mkaa.
3. linaongeza uelewa na ujuzi katika matumizi endelevu ya rasilimali kama vile upandaji wa miti ( Panda miti kata mti).
4. linaongeza uhamasishaji wa hali ya usafi katika matumizi ya nishati ndani ya familia.
5. linaondoa uharibifu wa ardhi kwa kuhifadhi uoto wa asili.
6. linaondoa ukosefu wa maji safi na salama kwa wakazi wa mjini na vijijini kwa kulinda uharibifu wa vyanzo vya maji.
7. linapunguza upotevu wa viumbe pori na bionuwai.

ii). KIUCHUMI:
1. linapunguza gharama zitokanazo na ununuzi wa kuni na mkaa.
2. linaondoa umaskini wa ukosekanaji wa nishati katika familia.

Lengo kubwa la mradi huu ni kuinua na kuwezesha maendeleo endelevu ya kijamii (Social development), maendleo ya kiuchumi (Economic development na maendeleo ya ikolojia (Ecological development) pia kujenga uwezo kwa jamii katika Stadi za kufikiri, kutafakari, kuchukua hatua na kutenda kama vile:
• Uwezo wa kutenda (practical competence).
• Uwezo wa kujua sababu za kutenda (foundational competence).
• Uwezo wa kutenda kufuatana na hali tofauti zinazojitokeza (refrective competence).

3. BACKGROUND INFORMATION OF THE ORGANIZATION.
Central Zone of Tanzania plateau of Singida and Dodoma Regions, as a Case study of this project is just part of similar Regions in Tanzania Mainland which have depended on subsistence Agriculture for its survival for centuries. Due to global warming and environmental changes, the area is experiencing frequent devastating draught and crop failures. Wide spread food shortages and starvation are occurring with greater frequency in the area of Central Tanzania.
Education and development of markets for cottage industries production can provide the means for many people to earn cash. With a few cash, families can purchase food from outside the Regions. Without cash there is no food and the very young and the very old suffer most, people dies! Of Malnutrition, Communicable diseases, HIV/AIDS and other serious tropical diseases hence loss of community man power especially to the very young people. Many places in Central zone of Tanzania, children abscond schools due to several factors including lack of Uniforms, Exercise books, School bags, Ruler, Ball pens and School contributions and those who attend school are not acquiring the expected knowledge, as this is evidenced by many children who are leaving schools with low level of reading, writing, and arithmetic skills.
Due to that circumstances, in 2003 the community in collaboration with the founder of the Organization in the same voice we declared to Establish Non- Governmental Organization that we named TUMAINI GROUP KIRUMI TANZANIA (NGO) and its motto named as:
“Unite: Care the Disadvantaged People.”
Meanwhile to have a strong and sustainable tool for Easing the Pain of the Suffering of the Poor and Disadvantaged Population who are suffering from exploitation, abuse, denied from good and quality social services and their voices are not being heard that lead to the lowering of their life expectancy, increasing the dependency ratio, reduction in productivity and increasing ignorance, poverty and diseases in the community. The aim is to fight against Ignorance, Poverty and Diseases that hinder Social, Cultural and Economic development also to ensure for education to Pre primary and Primary School Children to fulfill their promise of a better future. Greater effort must be placed to promote Quality Health services, Quality Education, Quality social needs leading to rural development, Building capacity of Civil Society Organizations, to induce the spirit of establishing small scale enterprises groups to the society, Gender equity and protecting Artificial and Natural environment in collaboration with Local government, community members and other stakeholders starting from the grassroots by using innovative strategies to the place where the program is taking place, also to support the National efforts on reducing long-term vulnerability of Tanzanian’s citizens in accordance with the Tanzania Millennium Development Goals (TMDG).

Have a high level and sustainable development and to make sure that most vulnerable population within the grassroots reach their full potential with high quality.

To support the delivery of social services through networking, capacity building, advocacy, and lobbying, in a manner that, Tumaini Group Kirumi Tanzania will be responsible and committed to ensuring transparency, accountability, quality, equity, availability, by all men and women who living in the circumstances of social and economic disadvantaged in the grassroots.
• To pursue this mission through integrated, holistic commitment for transformational development; that is community based and sustainable focused on the needs of the most vulnerable population and public awareness that leads to informed understanding,giving,involved and partnership.

6. GOAL AND OBJECTIVES.
i). GOAL.

ii). OBJECTIVES.
To Ease the Pain of the Suffering of the Poor and Discriminated Population in Social and Economic benefits starting from the grassroots.
iii). SPECIFIC AIMS AND OBJECTIVES:-
a). QUALITY HEALTH SERVICES.
i). To develop and support program that promote critical Health services including Maternal health, infant health care, nursing home and elderly care, HIV/AIDS awareness, nutrition and feeding program.
b). QUALITY EDUCATIONAL SERVICES.
ii). To ensure all Orphans and vulnerable/ abandoned children receive full potential starting from Kindergartens, Pre Primary schools, , Primary school, Secondary school, Vocational training and job creation to fulfill their promise of a better future and to eliminate Gender disparity.
d). To establish Development Information Centers and Community Response Program.

c). QUALITY SOCIAL NEEDS LEAD TO RURAL DEVELOPMENT.
iii).To support program that lead to community development in rural areas such as Education, Health (reduction of child mortality, improve maternal health and combat HIV/AIDS, malaria and other serious tropical diseases), water, Agriculture and livestock keeping.
iv). To promote and support income generating activities/program to caregivers by establishing Agricultural and livestock groups, gardening, carpentry and other works that related to income generating activities.
v). To promote projects that aimed to reduce extreme poverty and hunger in the society and to empower community members on food security at house hold levels in the grassroots.
d). BUILDING CAPACITY OF CIVIL SOCIETY ORGANIZATIONS AND SMALL SCALE ENTERPRISES GROUP.
vi). To promote and support different program that lead to capacity building to the society through CSOs in different skills and experience so that to rescue people from poverty, this will be done by promoting Talent Savings and Credit Cooperative Societies through facilitating education on good governance, basic management skills and to provide Loan.
e). GENDER EQUITY AND WOMEN EMPOWERMENT.
vii). Encouraging the observance of human rights, eliminate gender gape and encouraging good governance at large.
viii). To fight against all forms of women discrimination such as female genital mutilation, rape, battering, Male chauvinism as an immoral culture and to promote moral culture and women empowerment.

f). PROTECTING ARTIFICIAL AND NATURAL ENVIRONMENT.
ix). To promote and support villages, groups, CSOs and schools on practices of conservation of Natural Resources, environmental conservation and sanitation, facilitate a forestation in affected area, to promote economic sustainability and self reliance to the poor and discriminated population in Tanzania main land.

• In all cases the creativity and innovation will be appreciated in the whole project or program cycle by the community and all stakeholders of the organization.

9. MAJOR PROGRAM THAT TUMAINI GROUP KIRUMI TANZANIA ALREADY ACCOMPLISHED SINCE 2006 TO 2012.
a). QUALITY HEALTH SERVICES FOCUSED ON;
i. Supporting 60 people living with HIV/AIDS and 24 pregnancy women in Singida Regional Hospital.
• Nourishment meals and fruits .
• Transport fare to Hydom Hospital for CD 4 Count and ARV taking.
b).QUALITY EDUCATION SERVICES FOCUSED ON ;
• Supporting 306 most vulnerable populations for payment of community Health Fund (CHF).
• Supporting of 133 Orphans and Vulnerable Children from Ibaga, Igengu, Mkalama, Ilongo, Mpambala, Mkiko and Kinyambuli Primary Schools also Nkinto Secondary School students focuses on school uniform and classroom materials
• Supporting 33 orphans for the payment of school fees and classroom materials including school uniform, exercise books, ball pens, ruler, schoolbags and mathematical sets.

10. CHALLENGES OBSERVED.
a. Death of parents of HIV/AIDS and other tropical diseases which interfere Agricultural production and Education system to all levels of study.
b. Extreme poverty and hunger to people that lead to women prostitution.
c. Poor parental care for children shown by caregivers, parents and child-headed households caused by ignorance, poverty and diseases.
d. Over population due to absence of family planning education
e. Contact with infected maternal blood at birth or through breast feeding hence spread of HIV/AIDS especially in remote areas where no Health services.
f. Poor control and management of available resources.
g. Lack of transparency and accountability that lead the people to practice corruption and bribery in the community services.
h. Lack of proper and permanent donors to run the programs that discussed and accepted by community through CSOs and executive committees of the Organization.
i. Lack of community HIV/AIDS Campaign especially in the marginalized areas.
j. The increase of orphans and vulnerable Children caused by death of their parents and caregivers of HIV/AIDS.
k. Many scholars devoted from schools and Institutional and run to urban areas seeking for domestic activities.
l. The increase of the number of Child headed house holds caused by death of their parents and caregivers of HIV/AIDS.

i. TUMAINI GROUP KIRUMI TANZANIA (NGO) STRATEGIC OBJECTIVES FOR 5 YEARS (JULY 2013 TO JUNE 2018.)
The aim of the proposed strategic objectives for the span of five years from July, 2013 to June 2018 are as follow;
• To reduce infant mortality rate approximately 75% to marginalized selected areas.
• To expand availability and accessibility of critical health interventions for rural populations and improve their quality and coverage and also increase demand for maternal, neonatal and child health care services.
• Seeking to support communities in raising their voices about their rights to quality health care and will press the Government to meet its responsibilities to children, mothers, families and community at large.
• To ensure that all orphans and vulnerable children living in a circumstances of social and economic problems receive full potential of services start from pre- primary, primary, and secondary school materials.
• To look for ensuring that Children are well nourished, protected from diseases and to make sure that their Caregivers receive essential critical health services.
• To look for ensuring that Children can read, write and use numerous skills, good judgments, protect themselves, manage emotions, communicate ideas and complete the circle of basic education as a base line.
• To take all appropriate measures to eliminate discrimination against women focuses on social and economic life such as the rights to family benefits, Bank loans and all aspects of cultural life.
• To facilitate and mobilization of CSOs, village groups, primary schools and other development stakeholders on conservation of natural environment and promote a forestation system.
• To facilitate program that aimed in eradicating extreme poverty by obtaining loan from NGO SACCOS.

We are pleased to put forward our request of partnering with your organization to help Women movements in Kigoma Rural and Tanzania at large. WERUDO is a community based organization working in Kigoma Rural areas to support women social, economic and cultural movements to wards self reliance in their families and community.
Following the research carried out by the organization in collaboration with twsedhro,and Jikomboe community group soon after registration, we have revealed that, rural community with regards to women are poor because of a number of factors a described here under
(i) Lack of entrepreneurial education and training opportunities that would help them to diversify their economy.
(ii) Inadequate use, ownership and access to land resource that is a key factor of production to rural women and National at large.
(iii) Poor and in appropriate managing, preservation, and control over family resources for beneficial programs.
(iv) Cultural believes and stereotype on women in managing, owning, controlling, and making decision in beneficial matters to their life.
(v) Insufficient access to relevant and accurate health knowledge and information.
(vi) Challenges on parenting practices.
(vii) Long distance walking searching for water.

We are aiming to reach about 78% of rural women in 2013-2014 with;

Project title

1. Capacity building on land ownership based on Tanzania village land act 1999.

Project goal
To develop ground for peaceful resolution of prevailing land conflicts to women in kigoma rural to the extent where they can appropriately and effective take over and make use of local available land for their own development.

Project objectives

To enable rural people understand and use village land act, 1999, for advocating and strengthening appropriate capacity of treating their development and resolving prevailing land conflicts.

To provide poor people in Kigoma rural with relevant information with regards to land use and ownership.

To assist people in rural area on how land tenure in their local context is being misused to the extent where majority of women are remain landless.

To teach and assist rural people on how to assemble themselves in resolving their matters relating to land following strategically approach and organ responsible for land conflict resolution.

Project significance to the district.

• The implementation of this project will provide baseline to district Authority to establish land jurisdiction in Kigoma rural district.

• Will also be helpful in implementing national land policy at a district level and national at large.

• The project will provide framework for formation of village, and ward land committee to district Authority and civil societal organizations.

Organization planning.

Project methods and strategies.

• Creation of centers that will become a stone corner for training and workshop and community meeting to raise awareness of village land act1999.

• The project will host a discussion forum to sensitize community on village land act 1999 on TBC1 and KWIZERA Radio to reach people and community at large.

• The project will print, translate, and distribute, copies of this land act, to village local government departments, societal organizations and few representatives.

Project outcome

Women have identified appropriate organ to claim their right patterning to land resources from 05% to 47% in Kigoma rural area by the end of the program.
Lawful and appropriate land use, management, and control to women are in place basing on Tanzania village land act, 1999 in Kigoma rural area by the end of the program.
Women have equal right to use, own and access to land in the community by the end of project.
65% of community have village and ward formed land committee by the end of the project.

Project title:

2. Awareness campaign on women reproductive health.
Project goal: To improve infant and maternal health to rural women to the extent where they can effectively utilize health knowledge and information to improve and top-up quality of their health status and living span that will help them in participation of development programs in their community.

Project objective:

(i) To assist rural women to identify and recognize appropriate infant and maternal nutritional food.
(ii)To provide rural women with right and relevant health knowledge and information.
(iii)To teach rural women on how to evaluate changes in infant and maternal mortality rate.

Project outcome;

(a)Reduced infant and maternal mortality rate by 46% in Kigoma rural area by the end of project.
(b)58 Rural women will be peer educators and good ambassadors to their community as well as teaching partners in the field of health knowledge and information after the project phase out.
(c) 47 midwives trained and given birth groves in Kigoma rural area.
(d) 145 pregnant women trained on prevention of mother to child HIV/AIDS
transmission.
(e)70 nurses trained on infant and maternal nutritional food.

Project strategies and plan

(i) Creation of centers in Kigoma rural for workshops and training.
(ii) Establishment of Automobile health library in Kigoma rural areas.
(iii) Discussion forum on media.
(iv) Households education

3 PROJECT TITTLE:

Education on family and parenting roles and control over child development.

Project goal,
is to establish parenting program persistently to help parents learn parenting skills, control, and basic caring skills that have positive effects to the social and economic development of their child, to the extent where the increasingly number of house girls (child labor) in Kigoma rural district may be reduced.

Project purpose,
The purpose of the project is to improve parenting roles, responsibilities and control over child development in their families.

Project objectives,
To build awareness on family and parenting control over child development.
To enable parents and family at large to recognize and practice variety reinforcements that make children increase the likelihood of response recurring. The objective here is to enable parents make use of pleasant things that are likely to increase the occurrence of required behaviors, basing on the consequences of their behaviors.

To help parents to determine appropriately child punishments where they go wrong under self control and direction. This objective will help parents to determine appropriate stimuli or ways to discourage children from inappropriate behavior and misconducts in their families.

To assist parents and family in aggregate to identify and make use of various family resources for family health (child development). This objective will help parents and family to use family resources for satisfying each family member needs and grateful through production.

To train parents on how to manage and conserve family resources for effective child development and family healthier. The focus with this objective is to help parents how to plan, implement plans and evaluate plans on the basis of family goals, aspirations, intents and values require for effective.

Project strategies/activities

Creation of centers in 4 wards that will become a stone corner for providing parental nurturing skills and experience through workshops, community meetings and trainings.
Conducting 2 meetings with 45 leaders of children cabinets at a village and ward levels in Kigoma rural.
Conducing a 4 workshops 4 districts in Kigoma
Hosting a training of two weeks for 60 heads of household and leaders from local government authority. These will conduct and host parental educational programs even after program phase out.
Distribution of fliers showing family and parental roles, control responsibilities, and children’s rights in their growth and development. In addition, tishets will be distributed to participants to capture parent mind on program purpose.
Hosting a one month forum discussion on media to reach the community at larger.

Project outcome.
Parents have plans on how to ensure children access to programs that are beneficial to their development from 05% to 45% parents in Kioma rural by 2014
Parents have managed and conserved family resources to raise the rate of economy to meet child needs, from 17% to 51% parents in Kigoma rural by 2014
Lawful and appropriate ways of treating child are in place according to Tanzania child development policy.
12 wards have persistently parenting educational program in Kigoma rural by 2014.

Therefore people and place developments must be given priori in our Agendas as well integrating our NGOs, CSOs sytems to state and non state actors participation along Advocacy and Lobbying, capacity building, Fundraising and generally have a leadership that is transparent amidst curents that expose differing trends and traits-simply meaning getting to the ground and understanding those you are dealing with, often whats good for one maynot be good for another hence balances must be attained, accepted and approved. Thus Networking is vital and so is gender mainstreaming for not just equality bbut equity is recommended and favourable. Lets us spread out the Networking possibilities beyond our regions where possibly and if locally along total participatory processes that involve not just members and stakeholders but also those we find in most need and want of remedies to keep on keeping actively. So vulnerability must be fought at all cost to brood an acceptable climate for change. As change actors we do not have much time as 2030 approaches only positivity must be attain in reaching SDGs and the negativity or failures are simply a learning lesson for future adjustments and accomodations to vitalism.

1. BACKGROUND INFORMATION
1.1 Geographical area: Mpwapwa District Council has a total surface area of 7,379 Square Kilometres of which most of the area is predominantly with spontaneous mountain chains especially in the Southern and Western parts with steep hills, ridges, valleys and escarpments, and having a total population of 345,568 people (projection data - 2018) among them 176,240 (51%) females and 169,328 (49%) men. Mpwapwa district is one of seven districts in the Dodoma Region.


1.2 Social and economic status Main population of the village is very poor. They lack human basic needs of daily life. Most of the community members are involved in small-scale farming of their small landholdings. It is estimated that residents in Mpwapwa district especially women use about 80% of their time to get essential services such as health services and other services at a distance of 2 to 10 kilometres. Women do most of the works.


1.2 Proposed Project location

The proposed project will be implemented in Iguluwi village, Mbuga Ward in Mpwapwa District. It is located at a distance of about 135 Km away from Mpwapwa town. The village is one of the Mbuga Ward’s villages, which has a population of approximately 5,814 among them 2,965 females and 2,849 male, covering a fairly widespread area. The total number of 12,277 will benefit directly and indirectly from the proposed project. The total population is distributed as follows: Iguluwi (2,167), 1,344 Mbuga (3,316) and Kizi (1,154) are used to share common social services like water for domestic and animal purposes and secondary school. National Census, 2012.

Iguluwi dispensary is a community project aimed at helping all the community members in receiving proper and quality health services. The aim is to save the target population especially the most-at-risk populations (MARPs including pregnant women and lactating mothers from walking long distances (not less than 5 km) to access the nearest health facilities for reproductive and maternal child health services. Additionally, Iguluwi village and its vicinity have experienced an increase in population with high demand of primary health care services.

1.4 Available Public Services

Mpwapwa District: has a total number of 62 health facilities: 1 district hospital, 4 Rural Health Centres and 57 dispensaries (51 owned by the government; 3 FBOs; 2 Government institutions and 1 private). Approximately 64.4%% of the inhabitants of rural areas have access to health facilities to reasonably a distance of 5km and 65% to improved water schemes. The remaining 39.6 percent including Iguluwi village have no health facilities.

Iguluwi village: There is no any health facility in the village for health care delivery system. Available government institutions are Iguluwi primary school with a total number of 380 (186 girls and 194 boys) schoolchildren owned by the government. The village is served with electricity connected to the National Grid. There is a gravity water scheme connected with pipe networks but malfunctioning.

2 PROJECT STATEMENT

2.1 Health Facilities
Mpwapwa District Council, like many other District Councils in Tanzania Mainland, is faced with the challenge of providing adequate health services for better quality of life to the needy people. Despite substantial efforts of the local authority to provide adequate health services in terms of health facilities and human resources in the district, shortage of health facilities (dispensaries and rural health centres) still exist. Availability of national/district resources, especially finance, is insufficient to implement this massive task.

Consequently, under the Health Sector Reforms, the Government is working together with a number of partners to help the improvement of health care services to the people. Therefore, Mpwapwa district, is submitting this proposal seeks to strengthen efforts being made by the Government to contribute towards promotion of primary health care services in favour to reproductive health and MCH services.
This project is proposed for funding due to the major health problems facing the community members of Iguluwi village and their neighbourhood villages due to lack of health facilities. The community is benefiting from primary health care services in terms of dispensary and/or clinic to minimise incidence of child and maternal mortality and prominent communicable diseases (water borne and water related diseases) like Diarrhoeal diseases, Malaria, Acute Respiratory Infection (ARI), and Intestinal infestation and skin diseases.

2.2 Scarcity of Adequate Water Supply:

Health problems and scarcity of water supply are closely link. At the community level, an inadequate water supply is one of the contributing factors to various communicable diseases. Lack of health facilities in this village is contributing to the increment of prevalence rate of waterborne and water related diseases. When the patients have these kinds of infections they tend to apply self-medication, in some circumstances the situation creates major health problems. The population of Iguluwi village is getting water for drinking purposes from the traditional water sources (traditional shallow wells), which are not safe for human consumption. The available water sources are unreliable and inadequate. Women and girls have the burden of fetching water from those unreliable water sources in distant areas with buckets on top of their heads throughout the dry season. The above situation has negative impact towards to a better quality of life. Availability of health facility offering curative and preventive services will play a big role in the reduction of prevalence rate caused by communicable diseases and other health related problems.


2.3 Health Problems

Major health problems in the district especially in the rural areas have their route-cause associated with inadequate social services like health facilities for offering primary, water and sanitation services and poverty.
Due to lack of the above essential social services (health facilities, clean and safe water and poor sanitation) the village members remain prone to a wide spread occurrence of communicable diseases which is a significant cause in morbidity and mortality rates.
Lack of constant water supply in the village also intercepts the good practice of sanitation/personal hygiene services, increases the incidence of various waterborne and water related diseases. Limitations of public services like health facility and reliable water supplies and poverty have the direct negative impact towards community development in terms of socio-economic and welfare of the residents. In line with treatment of out-patient cases, through employed qualified health staff the community will be sensitised on the promotion of better sanitation and personal hygiene practices for reduction of morbidity rate associated with water-sanitation related diseases, which have been underestimated in some part of the rural communities in Mpwapwa district.

2.4 Poverty
Poverty burden has continued to weigh heavily among the local people in the rural areas especially to the most-at-risk populations (women and young girls). This is one of the crucial issues among beneficiaries and it reaffirms the rationale to focus on the provision of primary health care services in line with poverty reduction in any kind through integrated health and water services and calls for increased efforts to ensure that the burden of morbidity and constant poverty to the community is reduced.

2.5 Needs Assessment:

The needs of this project were primarily identified and requested by the village government through Mbuga ward. The needs were approved in the full village meeting and presented to Full District Council meeting, which usually involves representative of the community known as Ward Councilors. Therefore, the initiator of the proposed construction of new health facility is the community members themselves.

3. RATIONALE OF THE PROJECT

The construction of a new dispensary at Iguluwi village is aiming at strengthening Primary Health Care Services (PHC) by advising more rational use of resources and encouraging community participation in the utilization of health services.
The availability of community health facility will improve the health and development of women and children with favoring pregnant women and underfive children. Through qualified health providers the facility will play a big role to improve also the issue of personal hygiene to intercept the route of waterborne and water related diseases through community health education about health and good practice especially for children.
Establishment of Iguluwi dispensary for offering primary health care services would play a big role in the reduction of morbidity and mortality rates tremendously to a minimum negligible figure except for cases beyond human control.
Certainly, the beneficiaries with better health and good quality of life have the opportunity to participate effectively in the day to day income generating activities e.g. farming. This also will enable them to minimize the problem of poverty at the household level.
Therefore, the impact of the project will base on the reduction of the spread of communicable diseases in terms of curative and preventive measures delivered by qualified health providers employed by Mpwapwa District Council. That’s why we are focusing to implement the proposed construction of health facility in Iguluwi village in order to provide equity of services like other villages with health facilities.
In addition, Iguluwi dispensary will provide an additional infrastructure for the three locations and its neighboring villages / wards.

4. BENEFICIARIES (DIRECT/INDIRECT)

4.1 Direct Beneficiaries
The target group as direct beneficiaries of in the established health facility is composed by all the entire population including out-patient, pregnant women and under five children. A total number of 1,154 people will benefit directly from this project.

4.2 Indirect beneficiaries:

The indirect beneficiaries are constituted by different categories including entire community, Individuals, and employed personnel. About 4,660 people will benefit from the project indirectly through community sensitization, health education delivery. Another group includes employed staff, village and Ward committees who will play an important role in supporting project activities and facilitating implementation process.

5. OVERALL GOAL OF THE PROJECT

The goal of the project is to make access to health care in the Iguluwi village and neighborhood villages which will lead to improvement of health state and reduction of morbidity and mortality rates among target population. Health education campaign through awareness creation will certainly help this goal. This campaign will be focused on early diagnosis of most frequent illnesses, and consequently also easier treatment and better outcome.

5.1 Objectives

• To improve primary health care services in Iguluwi village hence reduction of morbidity and mortality, malnutrition, antenatal care and post-natal care in the respective villages
• To sensitize the community about HIV infection and AIDS and other sexually transmitted infections



5.2. Outcomes - immediate and mid-term effects

• Access to primary health care (reduced distance, morbidity and mortality, quality care)
• Health awareness campaign for the population to fight against diseases

5.3. Outputs (results) - products of the project

• Completed new dispensary with curative and preventive services– indicators – the building and the equipment available in the premises.
• Qualified health providers staff – Clinical Officers, Nurses and Health Officers
• Long-term health care conception in the village and their vicinity
• Operation of the completed dispensary – records from the dispensary
• Health awareness campaign – capacity building for the community and school population

7. PLANNED ACTIVITIES AND INPUTS

Among factors affecting the spread of communicable diseases include low education level on sanitation and personal hygiene, lack of appropriate information and effective communication among targeted population. Community sensitization and creation of awareness activities have demonstrated the effectiveness to support the community women and men in the health utilization and prevention of major health problems.
When the dispensary will be completed and equipped with qualified health providers, advocacy and sensitization through the component of information, education, communication/ behavior change communication (IEC/BCC) will be the key entry at all levels of health care delivery system.
As part of IEC/BCC, the project will put emphasis to the beneficiaries in order to understanding the nature of water borne and water related diseases and other health problems and to let them know what behaviour to avoid; understand how to reduce risk of new infection associated with poor sanitation. In order to achieve the desired goal the following activities will be implemented:

7.1 Outcome 1: Access to primary health care
• Project introduction to the district and full village meeting at Iguluwi village: Project will be introduced to the village members in order to create awareness for community participation.
• Preliminary arrangement in the construction sites: site preparation, clear site of bushes, shrubs and undergrowth, excavation of trenches to receive foundations.
• Mobilization of building materials in terms of local building materials (sand, burn bricks, and aggregates hardcore) will be provided by the community through participation.
• Purchases of industrial building materials (cement, corrugated iron sheets, iron bars, nails etc) and transported to the construction site.
• Technical personnel and labourers for construction of dispensary building
• Provide management services include transport and follow-up

7. LEVEL OF INVOLVEMENT

7.1 Community as direct beneficiaries

The target population has raised the request of health facilities (dispensary) in their village to justify the demand of primary health care services. The participants in the project implementation mainly will be the target population in terms of non-skilled labour. The attainment of community health interventions and consequently improved health status of the people depends on the response by the community themselves on health promotion. Instilling sense of ownership and ability to identify issues related to health problems in the individuals at community level is very important. Participatory approach in all stages of construction will be emphasised as a role of individuals, families and community at large. To achieve this, the existing channels of linkages such as village government will be utilised.

7.2 Mpwapwa District Council as indirect beneficiaries:

The District Councils through District Executive Directors and its technical departments (Health and Community Development) will be involved in the implementation of the planned activities. The Local Authority will be responsible to provide qualified health personnel e.g. Clinicians, Nurses, Public Health Officers and Social workers to be stationed at the completed new dispensary for health service delivery. The staff’s monthly salary will be paid by the District Executive Director (Employer).


8 MONITORING OF PROJECT IMPLEMENTATION

Monitoring will receive more orientation during the implementation of the construction activities. Two types of monitoring systems will be set up: a project internal monitoring and project external monitoring systems. It will start right from the beginning of project implementation in order to provide information by which management can identify and solve as early as possible management constraints, and assess progress in relation to what was originally planned. Monitoring in this action will be fulfilled through the following aspects: supportive site visits, project progress reports and progress review.

9. FACTORS ENSURING QUALITY AND SUSTAINABILITY

According to community need the conditions for implementation of the project are very good. The project is based on long-term co-operation and demands from the community themselves. This means that he element of ownership is feasible because the services is highly demanded the target population. Availability of permanent employed staff by District Authority justifies the long-term provision of health services. Community Health Fund (CHF) from the health users will guarantee the service in many years to come


10. CONCLUSION
The project will be implemented through self-help, tendering according to the procurement act, the District council will be the implementing agent with consultations from the regional commission office.

Wambi Dispensary is a non-profit organization, located at Mafinga town in Iringa Region of Tanzania. Wambi Dispensary is known as a Community oriented service delivery in health, it provides laboratory medical services, nursing, pediatric, Counseling, HIV testing, pharmacy, out-patient and in-patient and general health check up for both male and female, including the issues of water ,sanitation and hygiene (WASH).

Wambi Dispensary it was established in 1997, it has implemented several projects including the project of distributing tuberculosis medicines , condoms for adolescent teenagers, malaria campaign awareness raising, contraceptives pills, male circumcision, and reducing Mother-to-Infant Transmission of HIV.

Current the Wambi Dispensary interventions aimed at reducing MTCT target the peripartum period but their application in populations where breastfeeding is the norm presents considerable problems (2, 3). Effective interventions include the reduction of the maternal viral load through antiretroviral therapy, the avoidance of exposure to contaminated maternal secretions through delivery by elective caesarean section, and the avoidance of breastfeeding. Washing the birth canal with an antiseptic to reduce exposure to contaminated secretions.

The aim is To Ease the Pain of the Suffering of the Poor including sickness, HIV/AIDS patients, Pregnant women, youth and children's by providing quality service and help discriminated Population in Social and Economic benefits starting from the grassroots.
