COEF was established in September 2007 by five members with professional background and experience in community development work. The founders shared common belief that Information is Power.

 COEF was officially registered in May 2008 under the Tanzanian NGOs Act 2002.  COEF has now grown in terms of membership with a total of 12 members, 7 males and 5 females. On volunteering bases members collect information pertaining vulnerability and best practices on initiatives towards promotion and protection of children and youths rights.
