THE EXECUTIVE SUMMARY

This is the project which is expected to provide chickens to the youth of Migandini village situated in southern part of Meru District Council of Tanzania in East Africa so that they will keep them and act as their employment or source of income.

The project will be under implementation of Youth Vision Care (YOVC) at Migandini village and involve the youth of this village. The project is expected to generate income to ten (10) youth groups of five (5) people by the year 2013 starting with 500 indigenous using indoor systems. This will involve construction of ten poultry units, procurement of 500 chicks of about four weeks old and provision of feeders and drugs to youth for about ten month.

The project is to be developed at Migandini village as it was geared by the research conducted by Youth Vision Care (YOVC) on November 2012 which revealed that the majority of youth in this village are in frequently moving to town searching for employment after trying some manual activities such as pastoralist and agricultural activities and prove failure and at the town fail to get employment where they end being thieves and risk their lives and as a result loose the labour power of the nation. Thus YOVC in collaboration with the community of Migandini village decided to initiate and implement poultry rearing project to provide employment to the youth of this village which will cost Tsh 69,752,550/- equivalent to US $ 46,510

Youth Vision Care (YOVC) is humbly requesting to you Tsh 69,752,550/- (US$ 46,510) to be used in implementing the said project.

 

 

 

 

 

 

 

1.0              INTRODUCTION

1.1              Youth Vision Care (YOVC) is a non-governmental organization  registered under the NGO `s Act 2002 in 11th October 2012 with registration number 00NGO00005865 with the aim of liberating youth from social-economic dependence by helping them to create and manage their development projects that will help them to attain independent economy.

1.2              The National Youth Development Policy,

According to Tanzania Youth Development policy of 1996 chapter five (5) part 5.16, Non-government organization, [Private companies and religious institutions] should prepare plans and strategies of implementing the youth development policy as related to their Missions and Objectives.

1.3              Mission and vision of Youth Vision Care (YOVC),

Our vision is to increase self employment opportunities to youth by helping them in managing their own development projects and having efficient and effective utilization of underutilized resources example land.

The mission of YOVC is, Empowering youth in socio economic activities by creating a classic youth generation with innovation, competition in economic production as well as involvement of local people in running development projects.

Due to these Mission and vision in connection with the National Youth Development Policy, the Youth Vision Care (YOVC) decided to collaborate with the Youth of Migandini Village found in Meru district council (in Tanzania) to make sure that the objectives of National Youth Development Policy are met and thus creating employment especially self-employment to those youth.

 

2.0              BACKGROUND INFORMATION

2.1 Meru District council

MeruDistrict Council one among of the council which forms Arumeru district the other council being Arusha district council.AdministrativelyMeru district council is divided into seventeen (17) Wards, 89 villages, 275 Hamlets and 48768 households. The district has total population of  225,611 people according to 2002 national population census among which 122,804 (equal to 50.1%) are male and female are 122,804 (equal to 49.9%) with the increase of  31% each year thus for the year 2013 is expected to be 925,005.

The district council covers 1268.2 km2 (1268.2square km) and it lies on the slope of Mount Meru which is the second highest mountain in Tanzania after Kimanjaro that rises up to 14000ft equal to 4516 meters above the sea level.

This District council is located in the North-Eastern part Arusha region bordering Kilimanjaro to the East and Manyara Region to the southern part.

The distance from Kilimanjaro International Airport (KIA) to Meru District council head quarter is 15km.

The economic activities mostly done by the people of this district council includes; Agricultural activities of which most cultivates subsistence crops and few cash crops of which coffee is among.

Also people of Meru engage in livestock keeping of few cattle to satisfy their needs by supplementing the needs which are not met by agriculture activities

Also there are few of them who engage in small business and trading especially trading for necessary food goods. These also help them to meet some life requirements which they are not met by the fore mentioned activities.

Other people in Meru district council are those who are employed in formal sectors like teachers and health centers workers (health officers)

 

2.2 Migandini village

This is one among 89 villages of Meru district council which is situated (located) in the southern part. Migandini village in East is boarded byMaroroni village and the northern part is bordered by Kitefu village while in southern part is boarded by Kwaugoro village and Doli estate in the western part.

According to YOVC research conducted on November 2012 the approximate population of village is 2000 of which 500 are estimated to be youth. The economic activities mostly conducted in Migandini are agriculture (cultivation) and livestock keeping in which the people mostly engage in food crops (subsistence crops) while few engage in cash crops especially some vegetables.In livestock keeping they engage in cattle rearing, goats, ships and chickens (poultry).

From the research conducted by Youth Vision Care (YOVC) on November 2012 shows that most of them preferred that the poultry project should be the first in initiation and implementation in comparison to other projects which were selected by youth in order to meet their dreams (goals) as well as having good living standards and remove dependence mind.

 

3.0              STATEMENT OF THE PROBLEM

Although there is right to employment as stated in the National YouthDevelopment Policy, many youth who complete their studies at various levels are not given acces to it in the formal sector because of poor economy. It is also difficult to work in the informal sector due to problem of securing capital, work implements, and work premises. In addition some of youth who work in domestic places and those who are employed by private enterprises example in bars and in restaurants are lowlypaid despite the long working hours (More than eight (8) hours ) thus denying them right to earn appropriate wages.

And in reference to NationalYouth Development Policy objectives part three (3) regarding the involvement of various sectors, Institutions and various organizations in the implementation of youth development plans in order to control the negative effects or influences acquiring from economic, social, political and cultural processes. Thus the Youth Vision Care (YOVC) determined that several times the government has failed meeting this objective and hence decided to establish the poultry project which could act as a solution to the youth of Migandini village through creation of employment and empowering them.

4.0              OBJECTIVES

4.1              Project goal

To generate income by starting with 500 indigenous chickens using indoor system for ten youth groups of five each by the year 2013. Project will involve creation of unity through formation of youth groups and provide them with some initiative capital such as poultries, feeders, drugs, and construction of poultry units.

4.2              Specific objectives

  • Procurement of 500 chicks of four (4) weeks old.
  • Provide training. The training will be provided to youth on how they could manage the projects and its inputs and outputs. This training also will offer the rationale of the project to those youth in relation to their environment compared to other projects.
  • To construct poultry units. Poultry units will be constructed so as to make sure that the poultry provided to youth are kept in the environment that will allow their survive and growth at required time interval.
  • To create unity among youth, the unity will be created through forming the youth groups which will be engaged in implementing the project.

 

 

5.0. ACTIVITES                                          

The project will involve different activities which will be conducted in chronologies as   mentioned and arranged here under:-

5.1  Meeting with youth leader (with their local leader).

This activity will involve meeting with the leader of Migandini Village which are in charge of youth. These include Village chair person, village executive officer (VEO) and Village youth chair person.

This will help in insuring participation of these leaders during project implementation and in organizing youth as well as identifying the constraints and opportunity towards project sustainability. This activity will take three days to its completion.

5.2  Inviting poultry expert.

This activity will involve hiring of the expert from the identified centre or with certified professional about poultry or even all livestock.

This involves hiring only one expect who will serve in providing training concerning poultry to Migandini youth as well as be in charge in the project implementation.

5.3   Youth training on taking care of chickens

This is activity which will involve transferring of knowledge from the expert to the youth who are ready. The training will not only be conducted by the expert but also by the Youth Vision Care (YOVC) member who will involve explain how to keep those poultry including feeding and their treatment. The training will also involve providing the rationale of project and giving youth the hints on how the project will be conducted implemented and managed.

Training will take two days from its stating to the completion. Soon after training there will formulation of youth groups, the useful entity in implementing the project.

5.4  Collecting building materials

Organizing building materials which include wood, stones, bricks, iron sheet, nails, wire match, cement, sand and sand gravels will take fourteen days (14 days). To reduce cost this activities will be done by youth members.

5.5  Construction of poultry units

There will be Construction of ten (10) poultry units in the same area so as to ensure better management of all these units. These poultry units will reveal the number of groups of youth that means each group will have one poultry unit.

The activity will take sixty (60) days (two months).

5.6  Procurement of  chicks (young poultries)

This will involve procurement of 500 chicks. The activity will be conducted by. The activity will be conducted by youth vision care member and will take two days. This activity will also involve distribution of hired chicks equally to each group.

5.7  Procurement of feeder and drugs

The activity will involve the purchasing of feeders which will be used just for ten months so as know the kind of feeds to be used and the drugs to be used in treating the chickens whenever necessary. The activity will be conducted by Youth Vision Care member in collaboration with poultry expert.

5.8  Monitoring

The activity will be conducted continuously but with the interval of (3) three months and will be conducted by Youth Vision Care members to know and identify changes which should take place and to know the progression of the project activities.

5.9  Evaluation Activity

The activity will be conducted by both internal and external members. The internal member will be Youth vision care members and the external will involve the team of poultry experts and others who have knowledge on projects management.

This activity will be conducted soon after the completion of the project implementation to assess the impact (outcome) of the project to the community of Migandini. The evaluation will be conducted 18 (eighteen) months after the commencement of the project and will take 3 (three) days.

6.0. SITUATION ANALYSIS

Several times the youth of Migandini village have been engaging themselves in different development activities (economic activities) which acted as their projects which could provide some earnings to them and act as their employment. This is in situation as large percent of them are form four leavers having no employment thus deciding to establish some activities to generate income to themselves. They involve in such activities as pastoralist and agricultural activities while very few of the engage in trading activities.

In pastoralist activities they do activities like poultry keeping, and cattle rearing which up to the moment hadn’t satisfied their needs hence failure to meet their visions as they are facing the problem of education concerning the projects as well as capital that would help them to buy feeders and drugs to be used to treat the cattle or poultry.

In agricultural activities they cultivate crops such as maize, beans and green vegetables which mostly are used for consumption as instead of business due to low harvest.

All the activities they have tried to engage in have failed to meet their basic need and provide employment to the extent they were demanding. Barriers of the success of these activities are use of very local technology such as use of local seeds, no use of fertilizer in agricultural activities as well as lack of pesticides. For poultry keeping they lack education, feeders and drugs but all these are caused by lack of capital. Also market is a problem as the products they produce are of low quality.

Those who think of these activities as difficult they move to town searching for informal employment at urban areas. It is not an easy task for someone to search for employment while having no any profession something that makes them find the alternative to survive through an illegal means like robbery and hence they become thieves and sometimes they may be killed.

Thus the central problem is employment which will satisfy their needs and reach their visions. Youth Vision Care ( YOVC) conducted it research in November 2012 at Migandini village and determine the fore written information thus in collaboration with those youth and their leaders decided to establish the poultry project which at first time is expected to provide the self-employment to 50 (fifty) youth and have the rationales to their community as listed here under:-

 

7.0. RATIONALES OF THE PROJECT.

7.1  Creation of employment to youth

At the end of project we are expecting that the project will create and provide employment to the majority of youth who are in the village while expecting nothing at the end of the day or month.

7.2.Encouraging the idle staying youth to involve productive activities

As the one who will be engaged in project succeeds other youth who always stay idle will be encouraged to join the (activity) project and therefore increasing the number of project beneficiaries.

 

 

 

7.3.Increasing the ability of youth in supporting other youth.

The project will rise the living standard of youth and their economic status which will help them to support others in initiating same other small development project. This spirit will be built within their hearts during training (through training).These youth should support others through cash and manpower during initiation of new project of either difference or same kind.

7.4.Reducing mono-culture economy.

The project is expected to reduce behavior of many (people) youth relying on agriculture while other also depends on being employed. Since the project will deal with poultry rearing, youth will then shift their minds on employment and cultivation to self employment and poultry (keeping) rearing.

8.0. BENEFICIARIES OF THE PROJECT

The poultry project is expected to empower the youth of Migandini village found in the southern part of Meru District council and provide them with self-employment.

The youth of this village are about 500 according to YOVC research of November 2012 at the village of which 50 youth are targeted and in empowering them they will be trained on how to care the chickens provided to them and the significances of the project to them as well as their community in general.
