COBIHESA is led by a board of trustees comprising of 6 members. The board is chaired by Dr E. Nkya. The other members of the board are Engineer R.Kudoja, Ms Lucy Mlazi, an adult education specialist; Ms Lillian Kweka, a Director of  a non profit social business development company, Glory Mnyinga an economist and community development activist and Mr David Katusabe, a social and community development consultant.  The board is the policy making body of the organisation. The day to day planning and implementation of the organisation's activities are invested in the programmes secretariat which comprises of a small fulltime staff,  more than 80 volunteers-mostly trained community facilitators at grassroot level, and a list of resource persons on call.  

COBIHESA ni kuongozwa na bodi ya wadhamini inahusu ya wanachama 7. Bodi ni chini ya uenyekiti wa Dk E. Nkya. Wajumbe wengine wa bodi ni Mhandisi R. Kudoja, Bi Lucy Mlazi, ni mtaalamu wa elimu ya watu wazima, Mr Mt'iini Asseri, mwanauchumi, na Bw Daudi Katusabe, mwanasayansi ya jamii. Maalum ya wawakilishi wa makundi ya bodi ni Bi Shahidi Naiman-jumuiya ya shule; Bi Lwani Anael, wanawake, Bw R. Lema, vijana, na Bi Mary Kihiyo-imani msingi mashirika. Bodi ni sera ya kufanya mwili wa shirika. Siku ya kupanga siku na utekelezaji wa shughuli za mashirika imewekeza katika sekretarieti ya mipango ambayo inajumuisha ya wafanyakazi ndogo ya kudumu, kuhusu kujitolea 80-zaidi mafunzo ya jamii wawezeshaji katika ngazi ya chini, na orodha ya watu wa rasilimali kwa simu.
