Ikiwa imebakia  miaka karibu minne(4) kabla  uchaguzi  mkuu wa Madiwani,Wabunge na Rais, bado idadi  kubwa  ya  wananchi walioko katika  magereza  mbalimbali nchini  hawana matumaini  ya kupiga  kura  kuchagua viongozi  wao. Wapo  ambao  ni  mahabusu  na  wengine  ni  wafungwa. Je kuna utaratibu  unaowaruhusu wafungwa ambao tarehe  ya  uchaguzi  watakuwa  wamemaliza  vifungo  vyao wataruhusiwa kupiga  kura? Je mahabusu ambao kesi  zao hazijasikilizwa na upelelezi haujakamilika, je watapata nafasi  ya kupiga  kura? (maana  wao  ni  watuhumiwa tu )Je kuna  utaratibu  wa kuruhusu  vituo vya  kupigia  kura  maeneo ya magereza na mahabusu?
