yes i think the issue could be the extent of demage to the affected areas,furthermore those places(jangwani and msimbazi are always a nightmare when it rains,every leader and even other citizens like me when it rains i always expect a havoc in those areas.but it is also true that some locations(temeke,mbagala,etc) in this city are always forgoten.
