In Tanzania there is insignificant macro economic growth; however this growth has not been felt at the house hold and individual levels. Moreover, there is still unequal distribution of economic gains compounded by limited capacity of the social and economic systems to respond to the need of the population.

This situation has contributed to the high unemployment rate among young people and exposed them to high risk situations such as un wanted pregnancies, spread of STIs including HIV/AIDS, drug and substance abuse and different forms of exploitation.
