BRIEF DESCRIPTION OF TALISDA FOUNDATION
Tanzania Livelihood Skills Development and Advocacy Foundation (TALISDA FOUNDATION) is a not for profit organization, registered under the NGO Act of 2002.This NGO primarily envisions prosperous society where all people, regardless of their social, cultural and political background participate in poverty reduction and other development endeavors for improved well being of children and their families. The Organization expects to realize its vision by empowering vulnerable groups of people including People Living With Disability, girls, People Living With HIV and AIDS, Youths, Women, School and Out of School children, Most Vulnerable Children and their families so as to equip them with necessary knowledge and skills which will let them become confident, willing and ready to participate in the planning, implementation and evaluation of their development endeavors. In all areas of its operation TALISDA Foundation facilitates implementation of the set programs by using transformational, Community-based, Participatory development approach which is sustainable.

TALISDA Foundation is currently collaborating with World Education Inc, Foundation for Civil Society and other WEKEZA implementing partners in implementing special donar –funded projects in Korogwe district. POST 1: PROGRAMS’ MANAGER (1 position)
1.1 Reports to Executive Director
1.2 Job summary description
Programs’ manager is required to provide the overall administration and support towards achieving strategic objectives of the programs and related projects in Korogwe. S/he is expected to achieve organizational and programs’ objectives by providing information/recommendations and by determining system improvements to implement changes.
1.3 Key duties,responsibilities and accountabilities
• Providing technical support to implementing stakeholders and ensure quality program performance
• Supervision of project implementation according to the proposed and agreed activities
• Participate in designing , monitoring and evaluation of projects within programs
• Manage relationship with program implementing partners and other stakeholders including LGAs to ensure maximum cooperation foe sustainability of the interventions.
• Manage the performance of subordinate staff members and develop staff development plans and implement capacity building training to ensure their performance is aligned with the cherished targets.
• Collaborating with the Accountant in Developing, reviewing, monitoring and controling the budget for the projects and the budgets are to be aligned with the Annual work plan and make sure that expenses are controlled within limits.
• To prepare project progress report periodically and submit the same timely for sharing with relevant mandeted offices, implementing partners and all other relevant stakeholders.
• To accomplish human resources objectives by participating in recruitment process, selecting, orienting,training,assigning,scheduling,coaching,counseling and disciplining employees,communicating job expectations,planning, monitoring,appraising and reviewing job contributions, enforcing policies and procedures.

POST 2.0: PROGRAMS’ MONITORING & EVALUATION MANAGER (1 position)
2.1 Reports to Programs Manager)
2.2 job summary description
The position holder is a data custodian and is responsible to ensure quality data collection, analysis, verification, clearance and interpretation of data. The manager ensures up dating of MVC data base which will eventually act as an instrument in decision making in the subsequent programming processes.

2.3 Key duties, responsibilities and Accountabilities
• To ensure that quality data are in place, properly documented and entered in the data base of the organization. (Quality data entail: iformation that is current, reliable, justifiable, consistent, updated and relevant).
• To prepare periodic reports and submit timely to the program manager for review and for the subsequent sharing with relevant parties.
• To collect and review activity reportsfrom project staff and such reports will be useful in the preparation of the periodic reports.To orient various implementers on how to correctly use the data collection tools in a complete way.
• To design internal data collection tools that will capture all required information as we implement annual aoperation plans.
• To ensure existence of the M&E system / plan and that the same is adhered to.
• To make sure that targets are reached as per agreed Performance Monitoring Plan (PMP)
• To participate in preparation of work plan and budgeting processes especially during implementing partners’ technical meetings.
• To ensure that there is participatory and rotational monitoring for effective accomplishment of programs and projects activities.
• To cooperate with evaluation specialists to conduct evaluation and monitoring scheduled periodically.

POST 3.0 : PROGRAM ACCOUNTANT (1 position)
3.1 Reporting matters: The program accountant reports to the Executive Director
3.2 Job summary description
Advising the administration body on matters concerning finance, accounting as well as human resources management issues
3.3 Key duties, responsibilities and Accountabilities
• Ensures that there is timely submission of fund request so as to ensure appropriate disbursement of facilitation resources to relevant community change agents who are engaged in the implementation of the program.
• Collects and records community own sources contributions to match with donars’ requirements as we continue to partner with relevant donars.
• Issuing receipts for cash received and reconcile bank and book balances each month
• Preparation of financial reports periodically and submit the same to the respective offices timely
• Ensures all accounting books are under good custody all the time.
• Ensure the organization’s assets and other resources are used efficiently and economically.
• Keeping stores records, conducting stock taking and providing required cooperation during auditing.
• Ensure purchases are done according to procurement manual
• Facilitate response on queries which are related to financial matters
• To sign, advocate and adhere to Child Safegurding policy of TALISDA Foundation.
• To perform any other official duties as will be assigned by the management team.


POST 4.0: PROJECT COORDINATOR (5 posts)
4.1 Reporting : The post holder reports to Programs Manager

4.2 Job Summary description

This position is part of our transition plan to enable our Organization to have qualified and experienced coordinators / officers who will join us and add value as we strive to strengthen LGAs and other community structures that will be able to take over and sustain activities after the phase out of Pamoja Tuwalee Program and other related projects in our areas of operartion. We only have nine (9) months ahead of us, therefore, before the official closure of the Programs / projects we need the coordinators/ officers in place to work closely with relevant agencies and facilitate communities to acquire sense of ownership of Programs and activities in all major platforms among stakeholders for increased support and sustenance of the intended interventions even beyond the life cycle of the Programs and projects.



4.3Key duties, responsibilities and accountabilities
1. To coordinate, monitor and bring on board the district counterpart departments (Education, Social Welfare Office, Community Development Office etc) to actively engage in program activities for future continuity of the interventions.
2. To ensure that data are collected, documented and the periodic reports and the end of Project reports are prepared timely and shared with the Prime Partner Organizations TALISDA Management team, LGAs and all other relevant stakeholders.
3. Facilitate documentation of all reports both, soft and hard copies as well as success stories ready for handing over exercise
4. To work with existing Local Structures in a bid to ensure that activities / action plans are handed over smoothly during the transition period towards the phasing out of the projects. For this matter , our Pogram Coordinator is supposed to interact and maintain liaison with LGAs, MVCCs , Care givers, CRCs,School committees, MVCCs and all other agencies to facilitate ownership of the program interventions
5. To facilitate development of logistics and schedules for training workshops, seminars, meetings and field learning trips to the identified beneficiaries within given platforms.
6. To collaborate and develop effective work relationship with government departments and other agencies for increased community support and sustainability of the interventions.
7. To sign, advocate and adhere to TALISDA Foundation Child Safeguarding policy.
8. To conduct supportive site visits to ascertain progress and recommend on the observed trends.
9. To support consolidation of all activities so far performed as part of preparation works towards the exit of programs and related projects.
10. To sign, advocate and adhere to Child Safegurding policy of TALISDA Foundation.
11. To perform any other duties as may be assigned by the Program Management team.
POST 5.0: CAPACITY BUILDING TRAINER (CBT)- (8 posts)
Minimum qualification for this position is form four.
5.1 Reports to Monitoring and Evaluation Manager

• To facilitate development of logistics and schedules for training workshops, seminars, meetings and field learning trips to the identified beneficiaries within given platforms.
• To collect data, analyze and interpret the collected data ready to share results with different partners/stakeholders.
• To collaborate and develop effective work relationship with government departments and other agencies for increased community support and sustainability of the program especially after the exit of donars.
• To support the M&E Officer in facilitating Community level structures notably, MVCCs at Village/ Mtaa level to implement and document program activities including how to handle MVC Home visits as per agreed standards.
• To work together with volunteers who are from outside Tanzania and orient them to cope with the acceptable socio-economic and cultural situation of the beneficiaries.

REQUIRED QUALIFICATIONS (KNOWLEDGE, SKILLS AND BEHAVIORS)
• University Degree holder in social sciences, community economic development, statistics, economics, community development, planning, Diploma in Accountancy, Education, Food science, health and nutrition, Health management systems, development studies and any other related field of study from recognized and reputable institution.
• In –depth knowledge and technical skills regarding activities that aim at providing care and support to MVC under essential services like education, child protection, youth career development, psychosocial support, health, economic strengthening , food and nutrition.
• Long experience in community-driven development endeavors such as experience in a participatory approachtowards sustainability of the intended community development projects.
• Knowledge on project planning, implementation, budgeting, fund raising and knowledge on monitoring of donor-fund.
• Team player working towards realizing team goals.
• Hard working with capacity to work independently with minimum supervision
• Excellent communication and facilitation skills, with analytic and problem solving techniques.
